Abstract

The European Union has been indulging in developing its own external policy after 2010. The Global Strategy of 2016 illustrates well these trends, showing that the EU, while acknowledging the limits of normative power under a turbulent international order, promotes principled pragmatism. Its main goal is to enhance the capacity of the EU through increasing its autonomy. In the context of the Sino-US rivalry, Europe is now developing a concept of strategic autonomy and one of its concrete policy area is Indo-Pacific strategy. Against these backdrops, this study attempts to explore the lineaments of EU’s external policy under the so-called multipolar world. Strategic autonomy had been consolidated throughout the Trump era, but even under the Biden Administration, this concept has been maintained in that European destiny should be secured by Europeans themselves. In fact, capability enhancements will serve as assets to US strategic interests, given that the U is engaging with China in the East Asia region. Furthermore, the EU is preparing an Indo-Pacific strategy as part of concretizing its foreign and security policy. The strategy does not exclude China and tries to maintain peace and stability in the region and globally. Key interests of the EU include activation of trade liberalization, investment facilitation, and facilitating connectivity between Europe and Asia. Deployment of security assets in the region is also being considered and it that regard, the strategy assumes multilayered dimensions.
