한국과 EU는 2023년 수교 60주년을 맞이하였다. 최근 십년간 제도적으로 비약적 발전상을 노정하였으며, 전략적 동반자 관계를 수립하면서 양자에 더해 지역 및 글로벌 차원의 협력에도 경주하고 있다. 지난 5월 22일 서울서 개최된 정상회의는 이러한 흐름을 잘 보여주고 있다. 양자는 그간의 성과를 평가하면서 미래지향적 관계를 위한 다양한 논의와 합의에 이르렀으며 이는 사실상 전략적 동반자 관계를 한 단계 진전시킨 것으로 평가할 수 있다. 이 논문은 이상의 내용을 살피면서 유사입장국인 한국과 EU가 지역 및 글로벌 분야에서의 관계강화를 위한 잠재력과 그 영역을 탐색해보려한다. 특히 인도태평양 및 국가안보전략을 분석하면서 그 가능성을 천착하려 한다. 또한 최근 나토와의 협력 강화가 갖는 의미를 살피면서 이른바 글로벌 사우스의 대두로 인한 다극화된 국제질서에서의 안보와 경제 관계의 새로운 양상을 살필 것이다. 분석을 통해 미중전략적 갈등만으로 글로벌 질서의 변화를 담을 수 없으며, 글로벌 사우스가 목소리를 내는 다극화 현상이 보다 설득력이 있다는 잠정적 결론을 얻을 수 있었다. 유럽연합은 이 과정에서 상대적 쇠퇴를 용인하면서 인도태평양에서의 관여를 해나갈 것으로 보이며, 이 과정에서 한국의 외교는 유럽을 활용하는 대외전략을 마련할 필요가 있다는 점을 강조하였다. 시적 주체 등으로 발전 및 변모해가는 과정을 볼 수 있다.
Abstract
Korea and the EU commemorated its 60th Anniversary of bilateral relations in 2023. Recently, both parties demonstrated a quantum shift of relations in that two parties agreed upon Framework Agreement, Free Trade Agreement and Framework Participation Agreement on Crisis Management. The 10th Summit held in Seoul enforced further cooperation and, in a sense, both parties upgraded its relations of strategic partnership to the next level. This paper tried to explore the potential capacity of this like-minded relations between the EU and Korea on regional and global arena. In particular, Korea recently published its strategies on Indo-Pacific and National Security. In fact, under current state of affairs in global dimension in which the economy and the security cannot be figured out separately, we are witnessing the rise of Global South and therefore a kind of multipolarity, rather than solely Sino-US strategic competition. Throughout the study, we have known that future perspectives regarding international relations can only be understood if we analyze ongoing complex relations of the stakeholders in concern, The EU might acknowledge its relative decline and at the same time, engage more in East Asia using its Indo-Pacific Strategy and other instruments. For Korea, it is indispensable to have the EU in its external policy making given that they share common values and interests in regional and global dimensions
