2020년 한국과 유럽연합은 전략적 동반자 관계 수립 10주년을 맞이하였다. 기본협정의 개정 그리고 자유무역협정의 체결을 통해 양자관계를 격상시키면서 적지 않은 주목을받은 바 있다. 지난 십년간 양자는 삼십여개의 공동위원회를 가동하면서 긴밀한 협력의제도화를 지속하고 있으며, 적지 않은 논란에도 불구하고 교역수준의 양과 질 모두에게상당한 진전을 보여주었다. 그러나 트럼프 정부의 등장과 미국과 중국의 전략적 경쟁 양상은 한국과 유럽 모두에게 하나의 재앙으로 다가왔다. 주지하다시피 양자는 세계화와 자유무역 그리고 규칙에기반한 국제질서를 선호하는 뜻을 같이하는 자연적 파트너로 자리매김하여왔는데, 작금의 현실은 탈세계화, 관세 및 보호무역 그리고 다자주의의 해체라는 전대미문의 상황에처해있다. 설상가상 코비드-19 사태는 이상의 추세를 가속화하여 국제정세는 물론이고경제 측면에서도 미래 전망이 불투명한 상태이다. 이 연구에서는 이상을 염두에 두면서 전략적 동반자 십년을 돌아보면서 현재의 위기와 도전을 타개하기 위한 방안을 모색하였다. 전략적 동반자 관계를 선택의 파트너와 필요의 파트너로 구분하면서 한국과 유럽연합의 관계는 이해관계뿐 아니라 가치를 공유하고 있으므로 세계화의 재규정 그리고 다자질서의 회복이라는 명제를 위해 함께 노력해야한다는 주장을 개진하였다. 구체적으로 한반도비핵화를 위한 다자주의 구상, 세계무역기구의 활성화를 위한 국제공조 그리고 그린뉴딜이나 사이버안보와 같은 비전통적 안보이슈에서 앙자간의 긴밀한 협력이 요구된다는 방안을 제시하였다.
Abstract
In 2020, both Korea and the European Union commemorate a decade of strategic partnership. This particular bilateral relations was made possible by way of upgrading Framework of Agreement and Free Trade Agreement in 2010. Both parties also signed on Framework Participation Agreement on Crisis Management in 2014 and thereafter Korea became first country who had all the crucial three agreements with the EU in terms of politics, security and economy. In fact, during the past decade, a number of bilateral committees and dialogue channels have been set in motion and significant increase of trade volume was marked. Unfortunately, however, recent US-China rivalry, together with COVID-19 Pandemic are ruining the existing rules-based international order. Protectionism, unilateralism and nationalism have been the new names of the game. Under these backdrops, looking back upon the past ten years, this study tried to figure out possible solutions or ways out of current crisis. In theory, strategic partnership has two different forms: partnership of choice and partnership of necessity. Strategic partnership between Korea and the EU shares not only interests, but also values. Therefore both sides together can shape the revised version of globalization and restore the multilateral order, based upon rules and norms. In concrete terms, this study illustrates that Korea and the EU may closely contribute to establish green new deal and preventive measures on cybersecurity as non-traditional security concerns. Strategic partnership between Korea and the EU could also contribute significantly to the peace process of Korean Peninsula, in making multilateral dialogue regime to relaunch denuclearization process.
