한-EU 관계는 최근 새로운 양상으로 발전되고 있다. 자유무역협정의 체결, 기본협력협정의 개정 및 전략적 동반자 관계로의 진전을 통해 보다 강화된 관계가 예상된다. 유럽연합의 입장에서 한국은 중요한 무역 상대국이자 국제사회에서 가치공동체를 구현할 수 있으며, 떠오르고 있는 동아시아 지역에 대한 관심에서 중요한 교두보를 차지하는 국가이기 때문이다. 한국은 유럽과의 관계 증진을 통해 교역 증가를 도모하고, 국제 사회에서 책임 있는 일원이 되기 위한 파트너로서 유럽연합과의 교류를 희망하는 입장이다. 또한 유럽통합의 교훈을 통해 동아시아 지역주의의 논의와 실행과정에서 선도적인 역할을 기대하고 있다. 이상의 새로운 상황변화로 한-EU 관계는 가치공동체를 실현하는 양자관계로 자리매김하게 될 것이다.
Abstract
Recent developments in Korea-EU relations marked a new era for bilateral ties. Starting from Korea-EU Free Trade Agreement, both parties tried to strengthen and consolidate the future perspective of the relations. Framework of Agreement between Korea and the EU, which was signed in 1996 and came into force from 2001, was also revised in 2009. These two major agreements will formulate a so called strategic partnership between Korea and the EU. From EU side, Korea has been an important trade partner and considered as an industrialized country, and hence can draw a pivotal cooperation with Europe. For Korea, EU has been an area of concern and zeal for enriched history and culture. This study shows that EU could play a relevant role not only for increasing trade volume between the two parties, but also for restoring peace and stability in the Korean Peninsula using soft power strategy. It is highly probable that Korea-EU relations will produce a role model for other regions and therefore develop into global arena such as G20 and UN processes.
