초록

한국과 유럽연합은 2023년 수교 60주년을 맞이한다. 양자관계는 탈냉전 시기 지속적으로 발전하여 왔으며, 2010년 전략적 동반자 관계를 맺으면서 비약적인 성장세를 현시하였다. 그러나 2010년 이후 러시아와 중국의 체제적 도전, 글로벌 공급망의 재편 그리고 COVID-19로 인한 지구적 변화상 등을 반영하는 새로운 수준의 관계 설정이 요구되고 있다. 윤석열 정부는 110대 국정과제를 통해 신정부의 구상을 밝힌 바 있다. 이 중에서 국정목표 5인 자유, 평화, 번영에 기여하는 글로벌 중추국가의 건설이 핵심적 내용인데, 이는 다시 한반도 문제와 글로벌 외교로 요약된다. 이 연구에서는 동아시아 외교 전개, 함께 번영하는 지역별 협력 네트워크 구축, 능동적 경제안보 외교 추진 그리고 국격에 걸맞은 글로벌 중추국가 역할 강화에 초점을 두어 그 의미를 살폈다. 특히 대유럽외교의 중요성을 강조하면서 구체적 전략의 수립이 필수적이라는 점을 주장하고 있다. 이들을 실현하는 과정에서 유럽연합과의 협력은 선택이 아닌 필수로 간주되고 있다. 따라서 기존의 다자간 협력체제에서 자국 우선주의와 이익 블럭화 시대로 전이되고 있는 오늘의 현실에서 뜻을 같이하는 자연 파트너로서 유럽과의 전략적 협력이 중요시되고 있으며, 가치외교의 실현이 중요한 화두이고, 나토와의 안보협력에서도 새로운 전개가 기대되고 있다.

Abstract

In 2023, Korea and the European Union will commemorate 60 years of diplomatic relations. The newly inaugurated Yoon Suk-yeol administration of Korea published 110 Key policy agendas which include ‘co-prosperous regional network building’, ‘proactive economic security diplomacy’ and ‘strengthening role of Korea as Global Pivot State’. Against the backdrop of increasing nation-state-centrism and bloc realignment based on interests, we believe that it is all the more important to enhance strategic cooperation with like-minded partners such as EU and NATO. This study puts the focus on preparation of European policy of the new Administration of Korea. Before all, overview of the historical developments of bilateral relations is provided and some lineaments of the new administration’s foreign policy are exposed in pointing out some relevant viewpoints. The EU has been up to now creating a series of strategy papers towards Asia, more recently on Indo-Pacific strategy, global gateway and strategic compass, and this paper argues that corresponding report of Korea towards the EU is timely and highly necessary under current turbulent global atmosphere. This paper concludes with some policy recommendations in the years to come.
