본고는 냉전시대에는 미국이 주도하는 NATO에 의존하던 유럽이 냉전 종식이후 ‘유럽안보의 유럽화’를 추구해 가는 과정을 설명한다. 1954년 유럽은 통합의 시작과 함께 유럽방위공동체(EDC)를 추진하였으나 실패로 돌아간 이후 미국에 안보적 의존을 하지 않을 수 없게 되었다. 냉전 종식 이후 EC를 EU로 전환시키는 마스트리트 조약에 공동외교안보정책(CFSP)을 포함하여 유럽안보의 유럽화를 모색하였으나, 냉전 종식 이후 유고슬라비아의 인종 분쟁 등 유럽에서 새로운 안보위협이 등장하면서 결국 유럽인들은 역할이 확대된 NATO에 다시 안보적 의존을 하지 않을 수 없게 되었다. 그러나 통합이 계속 진전되면서 ‘유럽안보의 유럽화’에 대한 노력은 꾸준히 지속되고 있다. 비록 공동외교안보정책의 수단으로 활용되었던 서유럽동맹(WEU)이 해체되었지만, EU 의회의 안보와 방위 상임위원회를 비롯한 내부의 안보 관련 조직들과 새로 신설된 대통령과 외무장관에 상응하는 직위는 유럽안보의 정체성을 회복하는 데 많은 기여를 할 것이다.
Abstract
This article is on the European efforts to set up the ‘Europeanization of European Security’. After the end of the Cold War in late 1980s, the Europeans tried to restore the identity of European security, incorporating ‘Common Foreign and Security Policy(CFSP)’ in the Maastricht Treaty which established the European Union in 1992. This effort to ensure the ‘Europeanization of European Security’ has been diminishing because of the new security threat mainly erupted by the Yugoslavian racial conflicts. The Europeans, however, would not terminate the exertion for restoring the identity of European security so far as the European integration is going on.
