본 논문에서는 유럽 안보질서의 변화를 EU의 공동외교안보정책(CFSP)의 일환으로 구축된 ‘유럽안보방위정책’(ESDP: European Security and Defense Policy)을 중심으로 분석하고 이에 따른 나토의 대응을 다루게 된다. 나토는 유럽에서 냉전 종식 이후 EU 안보축의 강화에 따라 전략을 수정하여 대 EU 관계를 긴밀하게 하고 기구 자체의 기능을 유지할 수 있도록 하였다. 본 논문도 이에 대해 연구한 것으로 유럽의 안보문제를 EU와 나토와의 관계성에서 논의하게 된다. 이를 위해 우선 유럽안보 질서의 변화가 어떻게 EU의 ESDP의 형성까지 이어지게 되었는지를 분석하게 된다. 둘째, 이러한 EU의 변화에 따른 나토의 정책변화를 나토가 수정한 전략과 나토의 회원국 및 동반자국가의 확대, 대 EU 정책의 강화 측면에서 분석한다. 셋째, 결국 나토는 향후 EU와의 새로운 협력을 모색하게 되는데, 이를 위해 EU와의 새로운 협력 모색과 미국과 EU간의 협력 강화 부분을 분석하게 된다. EU가 유럽 안보 축을 강화하여 안보분야에서의 역할이 확대되어 가고 있으나 나토의 전략 변화와 대 EU 관계 강화에 힘입어 유럽안보와 관련하여 EU의 안보 축으로서의 역할이 NATO의 우위 하에 당분간은 제한적으로 작동 할 것으로 보인다.
Abstract
This paper focuses on the formation, development and issues of the European Security and Defence Policy(ESDP) which is within the overall framework of the Common Foreign and Security Policy(CFSP) and the response of the NATO. The NATO changed its policy after the end of the Cold War and enlarged its member states, as the EU enforced the European integration policy. For the EU, the establishment of the ESDP means the deepening of the European integration and the European security and defense identity(ESDI). The NATO, therefore, needs to develop the relations with the EU which changed the NATO's position in the field of security issues in Europe and search new strategies in Europe and worldwide. In this sense, analysing the security issues of the European Union, coming from the change of the European security environment, this paper treats the construction of the ESDP and the response of the NATO and the position of the United States in Europe. The NATO and the EU enforce the relations with the Northeast Asian countries in the framework of ‘Global Partners’. This paper will show to the Korean government the need to prepare the policies on the European countries in the future.
