유럽안보질서는 탈냉전시대를 맞아 크게 변화했다. 이로 인해 2차 대전 이후 유럽안보에서 주도적 역할을 담당해오던 북대서양조약기구(NATO) 역시 ‘집단방어기구’라는 군사적 역할에 덧붙여 정치적 역할을 동시에 지니게 된다. 냉전시대에 경제적 통합에 치중했던 유럽공동체(EC)는 사회주의 진영이 와해되는 상황에서 마스트리히트조약을 체결하고 경제통화동맹(EMU)는 물론 공동외교안보정책(CFSP)와 내무⋅사법분야에서의 협력을 포함하는 유럽연합(EU)으로 전환하게 된다. EU가 CFSP를 추진하게 됨에 따라 기존의 군사적 기구인 NATO와 WEU, 그리고 WEU를 자신의 군사적 수단으로 정한 EU와의 관계는 정립되어야 했다. 새로운 유럽안보환경에서 EU가 안보정체성을 확립하고 유럽안보전략을 강화하고자 노력하게 됨에 따라 유럽안보방위정책(ESDP)은 수립될 수 있었으며, 이러한 ESDP를 통해 NATO와 EU는 더욱 밀접한 “경쟁적 협력관계”에 놓이게 되었다. 이러한 관점에서 본 논문은 우선 탈냉전시대에 변화를 겪게 된 유럽안보환경을 분석하고, EU가 CFSP를 수립하게 되는 과정과 기존 유럽안보기구들과의 관계 정립에 대해 논했다. 그리고 EU가 ESDP를 수립하게 되는 배경 및 과정, 의의 등을 살펴보면서 ESDP 수립 과정을 통해 이룰 수 있었던 NATO와 EU의 관계 발전에 대해 논하고, EU가 이러한 ESDP를 실제 적용하고 있는 현황에 대해 분석했다.
Abstract
The European Security Order has been changed significantly with the advent of post-Cold War era. Then NATO, playing a dominant role in European Security, takes both military and political roles. With the collapse of Socialist regimes, the EC, which concentrate mainly on Economic Integration, signed a Maastricht Treaty and was transformed into EU, which included the establishment of Economic and Monetary Union(EMU) as well as Common Foreign and Security Policy(CFSP), and the cooperation in the arena of Internal affairs and justice. As EU adopted CFSP, it needed to establish new relationships among the existing military organizations, NATO and WEU, and the EU. As EU try to build security identity and to strengthen the European security strategy under the new environment of European security, European Security and Defence Policy(ESDP) was established. And the establishment of ESDP put NATO and EU into much closer “relationship of competitive cooperation.” In conclusion, this paper analyzes the transformation of European security environment of post Cold -War era, examines the process of CFSP adoption, and discusses the changing relationships between EU and existing military institutions. Then the background, process, and meaning of EU's adoption of ESDP is mentioned. Finally this paper illustrates some cases that EU applies ESDP to practice.
