Abstract
The Europeans had inspired the European integration to prevent the war after the II World War and could launch the European Community (EC) in 1967 thanks to the European movement. During the Cold War, the EC was not able to develop enough the security cooperation in the organization due to the NATO which took charge of the European security. After the end of the Cold War, however, the Europeans could build up the security cooperation in the European Union(EU) through the Common Foreign and Security Policy(CFSP) set up in the Maastricht Treaty signed in 1992. The CFSP led successfully the security cooperation in Europe in the 1990s. The Helsinki European Council could inaugurate the European Security and Defence Policy(ESDP) in 1999 and adopted 'the Helsinki Headline Goals' to urge the implementation of the ESDP. Furthermore, the EU adopted 'the Headline Goal 2010' in May 2004 to hasten the fulfill of the 'the Helsinki Headline Goals'. The Common Security and Defence Policy(CSDP) established in the Lisbon Treaty ratified in December 2009 realized the 'de facto' European security cooperation. And the EU was able to conduct the mission of military-non military crisis management, etc. as 'Petersburg tasks' formed among the EU member states in 1992. This paper treats the security cooperation and its political meaning through the development of the Linchpin of European Security and analyses that the EU will continue to push up to find solutions for promoting the security cooperation in Europe, even if there would be difficult conditions like the financial crisis of Greece and the Brexit of the United Kingdom in June 2016, etc.
