독일과 스웨덴 해적당 발전에 관한 비교 연구

2006년에 출범한 해적당이 각국의 상황에 따라 불균등하게 발전하고 있다. 본 연구의목적은 해적당이 제일 먼저 출범한 스웨덴과 현재 가장 빠르게 발전하고 있는 독일을 비교하여 불균등 발전의 원인을 밝히는 데 있다. 스웨덴과 독일에서 해적당의 발전 양상은왜 차이를 보이는가? 상이한 발전 양태에 대한 기존의 해석들이 지닌 한계는 무엇이고,이를 넘어설 수 있는 보다 적실한 설명방식은 무엇일까? 정보화의 차이나 상이한 선거제도 및 정당체제 요인으로 독일과 스웨덴 해적당의 각기 다른 발전 양상을 설명하려는 시도들은 탐구 결과 설명력이 부족하다. 스웨덴과 달리, 독일 해적당이 승승장구하는 결정적인 이유는 기존 정치질서에 대한 독일 유권자들의 불만족과 독일 현대정치에서 부정기적으로 재현되고 있는 새로운 대안세력 모색이라는 두 요인이 만나는 지점에서 찾을 수 있다. 이것이 본 연구의 핵심 주장이다. 최근의 각종 선거분석 자료나 여론조사 결과를 종합해 보면, 독일 현대정치의 전개과정에서 반복해 나타났던 대안 정치 세력의 재구조화 과정이 해적당의 등장을 계기로 또다시 진행되고 있음을 알 수 있다. 결국 독일 현대정치전개과정의 특수성이 스웨덴과 독일 해적당의 상이한 발전 양상의 결정적 요인으로 판단된다.
Abstract
Pirate parties having emerged since 2006 demonstrate unequal path of development in the specific context of each countries. This research intends to look into factors that resulted in such an unequal development by carrying out comparative study between Sweden and Germany. Pirate party was first established in Sweden whereas Germany is currently developing at the fastest pace. What have caused these differences in Sweden and Germany? What limitations existing studies have in understanding such differences and what are the better ways to explain them?This research proves that differences in informatization, electoral system, and party system did not give full account of different development paths of pirate parties in Sweden and Germany. Unlike Sweden, pirate party rapidly increases its power in Germany. Key contributing factors include dissatisfaction of german electors which is coupled with frequently reemerging tendency to search for political alternatives in Germany. Recent analysis of election outcomes and opinion polls show alternative political groups are being restructured. In conclusion, distinct process of contemporary politics in both countries contributes to the different development paths of pirate parties.
