디지털정당의 유형과 특성: 플랫폼정당과 네트워크정당

초록

이 연구의 목적은 디지털정당 유형과 특성의 공통점과 차이점이 무엇인가를 탐색하는 것이다. 디지털미디어를 활용하는 정당을 모두 디지털정당 유형으로 분류할 수 없다는 문제의식에서 출발한 이 연구는 새로운 정치환경에 적응한 진화한 정당유형으로서 디지털정당의 기능과 역할 차이가 있다고 보았다. 그에 따라 디지털정당 하위유형으로서 플랫폼정당과 네트워크정당 유형으로 분류하고 이탈리아 오성운동, 스페인 포데모스, 스웨덴과 독일 해적당을 사례로 분석하였다. 플랫폼정당과 네트워크정당의 공통점은 정치적 외부자가 창당하고 새로운 이슈를 제기한 이슈정당이라는 점이었다. 차이점은 정치적 전략과 조직적 전략에서 나타났는데, 플랫폼정당은 기존 정당이나 정치인과의 연대에 집중하였던데 반해 네트워크정당은 네트워크를 기반으로 당원제와 의사결정과정 제도화에 주력하였다. 디지털미디어 활용이 모든 정당에 동일한 영향을 미치지 않으며 어떤 방식으로, 또 어떤 목적으로 활용하느냐에 따라 정당 권력과 자원이 집중 혹은 분산의 경향을 나타낼 수 있다는 것을 의미한다.

Abstract

This study explores how to distinguish similarities and differences in the digital party type. All digital parties cannot be divided into the same type of parties while they have different functions and systemic composition. Digital parties can divide into platform party type and networked party type, and then four parties are analyzed; Movimento 5 Stelle in Italy, Podemos in Spain, Piratpartiet in Sweden Piratenpartei Deutschland in Germany. Platform parties and networked parties share that political outsiders founded the parties, and new issues were emphasized politically. However, platform parties have focused on the alliances with the established parties and politicians while networked parties have paid attentions on the organizational expansion with online networks. It implies that digital media uses makes different effects on each party and the concentration and diffusion of party powers and resources depend on the goals and method of digital media uses.
