스칸디나비아 3국의 극우정당 발전 양상 비교 연구: 스웨덴 민주당의 전망을 중심으로

유럽 전역이 극우정당의 발호에 신음하고 있다. 평등의 이상향으로 평가받던 북유럽 지 역 역시 예외가 아니다. 2000년을 전후한 선거 이후로 덴마크와 노르웨이의 극우당인 덴 마크 국민당과 진보당은 지속적으로 두 자릿수 득표율을 기록하고 있다. 스칸디나비아 사회민주주의의 보루 격인 스웨덴에서도 2010년 선거에서 처음으로 극우정당인 스웨덴 민 주당이 원내에 입성하면서 극우주의에 대한 우려가 증폭되고 있는 상황이다. 하지만 스웨 덴에서 극우정당의 발전 속도나 양상이 노르웨이나 덴마크에서 나타난 것과 유사하게 진행될 것으로 보이지는 않는다. 그 요인은 어디에 있는가? 본 연구가 구명하고자 하는 핵 심 문제이다. 본 논문의 목적은 스칸디나비아 3국의 정당체제 비교를 통해 스웨덴 민주당의 향방을 가늠해 보는 것이다. 따라서 사회현상으로서의 극우주의보다는 정당체제 내 극 우정당의 활동 양상을 분석하는 데 주안점을 둔다. 본 연구는 우선 정당체제 형성의 핵심 적 요소인 경제적 균열구조의 측면에서 스웨덴이 덴마크와 노르웨이의 선례를 답습하고있음을 확인하였다. 덴마크-노르웨이-스웨덴의 사민주의 성향 정당들이 순차적으로 정치 적 정체성을 잃으면서 3국에서는 극우정당이 출현할 수 있는 공간이 마련되었다. 그렇지 만 1970년대 접어들어 현실 정당정치에 새롭게 부각된 문화적 균열구조로 인해 스웨덴은덴마크 및 노르웨이와는 상이한 정당체제 발전 양상을 보이고 있다. 문화적 균열구조상에 나타난 차이점이 스웨덴 민주당의 상이한 발전 양상을 결정짓는 핵심 요인으로 작동하고 있기 때문에 스웨덴 극우정당의 미래는 덴마크 및 노르웨이와는 다른 모습을 보일 것으로전망된다.
Abstract
Extreme right parties are gaining voices across Europe. Northern Europe is no exception from this trend. Since the election of around the year 2000, extreme right parties of Denmark and Norway have been doing well with a two-digit approval rating. In Sweden, the last bastion of Scandinavian social democracy there are also rising concerns about right wing extremism. In the 2010 election, extreme right party has gained a footing in the swedish parliament for the first time. So this paper intends to forecast the future direction of the swedish extreme right party through comparative analysis of the political party systems in the scandinavian countries. As such, this study will rather focus on extreme right party activities in the political party system than right wing extremism itself as a social phenomenon. The study has identified the followings: first of all, in terms of economic split, Sweden is following in the footsteps of Denmark and Norway. As social democrats in Denmark, Norway and Sweden are loosing their political identities one by one, a room has been made for the emergence of extreme right parties. Nevertheless, in terms of cultural division swedish walking is quite unlike the others. These differences will act as key element that hinders the advancement of extreme right party in Sweden.
