정보화의 산물, 해적당의 등장과 빠른 성장으로 인해 독일 정당정치가 변화의 소용돌이 속으로 빠져들고 있다. 2006년 창당한 이후 뚜렷한 성적을 내지못하던 해적당이 2011년 9월 베를린 시의회 선거에서 8.9%의 지지율을 획득하며 현실정치의 주요 행위자로 자리매김해 나가고 있다. 해적당은 2012년 3월자알란트 주(7.4%)와 최근의 슐레스비히-홀스타인 주(8.2%) 및 노르트라인-붸스트팔렌 주(7.8%) 선거에서도 상승세를 유지하면서 주의회 진입에 성공하였다. 이에 더해 최근의 각종 여론조사는 해적당이 앞으로 전국적인 차원에서 영향력을 확대해 나갈 새로운 정치세력임을 반복적으로 확인해 주고 있다. 그럼에도 해적당의 실체는 아직 명확하게 규명되어 있지 않은 상태이고, 해적당의 미래를 둘러싼 학계의 논쟁도 현재 진행 중인 상태이다. 이러한 현황 속에서 본연구의 목적은 해적당을 보다 심도 있게 파악하고, 해적당의 등장과 성장에 따라 독일 정당체제가 어떻게 변화할 것인가를 밝히는 데에 있다. 해적당의 등장과 성장 이면에는 기본적으로 기존 정당질서에 대한 혐오감과 불신이 흐르고있다. 해적당은 기존 정당과 다른 정치문화와 색다른 정치적 목적을 표방하면서선거공간을 통해 유권자를 설득하고 지지세를 확대해 나가고 있다. 또한, 해적당에 대한 연구 작업은 기존의 정당분화이론의 타당성을 점검하는 것과도 밀접하게 연결된다는 점에서 학술적 의미는 더욱 배가된다고 본다.
Abstract
Facing the fast rising of Pirate Party, the structure of party politics in Germany lies in the changing mode. Since Pirate Party has achieved 8.9% in the election of Berlin's Landestag, the Party is playing now as a main actor of german realpolitik. Pirate Party has kept her successful story in Saarland Landestag's election (7.4%) conducted in March 2012, and Schleswig-Holstein Landestag's election (8.2%) conducted in April 2012, and Nordrhein Westfallen Landestag's election (7.8%) conducted in May 2012. The latest surveys of public opinion shows that Pirate Party will expand her influence ground to federal level. Nevertheless, the substance of Pirate Party could not be explained. Therefore the scholars have discussed the future of Pirate Party. This research aims to explain the phenomena of Pirate Party in Germany, and tries to prospect the changed structure of party in Germany. The background of emerging Pirate Party is combined with the dislike and mistrust to the old parties. The Pirate has been successful while they have stand for another platform and political culture distinguished from old parties. The research case of pirate party is also useful to examine the division theory of party.
