경제 세계화에 대한 독일 정당의 대응 비교 연구: 사회민주당과 좌파당을 중심으로

초록

본 연구는 경제 세계화라는 새로운 환경에 대한 독일 정당들의 대응전략을 비교적 방법을 통해 분석하고자 한다. 본 연구에서는 경제 세계화 시대를 맞아 동일한 역사적 전통에 기초하여 출발했지만, 현재의 정치경제적 입장에 있어 분명한 차이를 보이는 독일 사회민주당과 좌파당이 연구대상이다. 두 정당이 추진하고 있는 최근의 기본강령 개정 작업과 구체적인 대응전략을 담고 있는 경제정책의 기본 틀을 중심으로 비교 연구를 진행함으로써 두 정치세력의 실체적 차이를 추적해 보는 것이 연구의 내용이자 목적이다. 아울러 의회를 중심으로 하는 신자유주의적 정책의 일방적인 추진에 대항하는 시민사회의 저항과 경제 세계화에 대한 대응전략의 차이가 결국 기존 독일 정당체제 변화의 주요한 요인임을 본 연구는 주목하고 있다.

Abstract

This study aims at analysing different approaches of the German political forces in response to the new environments of economic globalization by comparative methodology. The study primarily deals with Social Democratic Party and the Left Party as both parties clearly stand out in their different political and economic standings in the age of economic globalization even if they share same historic roots. Conducting comparative analysis on revised manifestos and economic policy frameworks of both parties containing concrete approaches, the ultimate objectives and contents of the study are to pursue substantive differences of two competing political forces. The study illustrates the differences in their approaches toward economic globalization as well as resistance by civil society against neo-liberal policies unilaterally initiated by parliament as major elements of changes in the existing political party system.
