유럽연방을 위한 Union of European Federalists(UEF)의 압력활동 연구

본 연구는 유럽적 수준에서 활동했던 유럽통합 대중운동 조직인 유럽연방주의자동맹(UEF)의 활동을 통해 유럽통합 과정을 재조명해 보기 위한 것이다. 이는 유럽통합에 대한 전통적 시각인 신기능주의적 혹은 정부간주의적 시각에서 벗어나 유럽통합 과정이단순히 국가간 외교적 협상의 결과물이거나 주요 정치인들의 창조물이 아니라, 유럽적수준에서 동원되고 조직화된 또 다른 주역인 대중운동 조직들의 끊임없는 투쟁의 산물임을 밝히는 것이다. UEF는 유럽운동(EM)이나 유럽연방주의운동(MFE) 등과 함께 유럽 수준에서 활동했던 각국 혹은 유럽적 수준의 대중운동조직들을 통합하고 이들과 연합함으로써 회원국들이 유럽통합을 수용하고 보다 진전된 발전을 이룩할 수 있도록 ‘아래로부터의 혁명’을 준비하기 위한 조직이었다. UEF는 1946년 설립된 이후 제헌헌법이나 제도의 개혁을 통해 유럽연방에 도달할 수 있도록 세미나, 거리시위, 홍보활동 등을통해 대중을 동원하고, 이를 정치계와 외교계가 유럽연방을 받아들이도록 압력의 수단으로 사용했다. 특히 유럽연합의 발전이 지체될 때, 이를 보다 민주적이고 통합의 심화를 위한 기회로 이용하는 전술을 통해서 압력활동을 펼쳤다. 이런 점에서 UEF의 활동은 현재 유럽연합이 당면하고 있는 어려움을 어떻게 극복할 수 있을 것인가에 대한 단초를 제공해 줄 수 있다고 생각된다.
Abstract
This study to recount the process of the European integration through the activities led by the UEF, one of the European popular movement organizations which has taken a very active part in the process of European integration. Escaped from the neo-functional or intergovernmental viewpoint, the traditional theories on the European integration, this study sheds lights on that European integration is not only the product of diplomatic negotiations between states or the creature of the leading politicians, but also the product of the struggle of the popular movement organizations. the UEF unified European movement organizations and united them, and prepared a ‘revolution from below’ for a more supranational and democratic integration. The UEF led seminars, street demonstrations and etc. promoting the European federation through European constitution and organizational reforms. It used activities such as seminar and demonstrations as a mean for political and diplomatic world to accept the European federation.
