유럽통합을 바라보는 기능주의적 혹은 정부간주의적 시각에 대한 관심은 유럽연합 건설 과정을 이끌었던 또 다른 이데올로기 및 행위자인 연방주의(federalism)와 유럽통합을 위한 초국가적 연방주의 대중운동조직의 역할을 최소화하도록 만들었다. 본 연구는 유럽운동의 전략과 압력활동을 통해서 유럽통합 과정이 엘리트 관료 및 정치인들의 활동 주변에 있던 유럽연방을 후원하는 유럽 시민사회조직(Civil Society organizations)인 초국가적 연방주의 대중운동조직들의 적극적인 로비와 압력과 함께 진행되었음을 밝히고자 한다. EM은 1940년대 말 유럽평의회가 탄생하게 하는데 결정적인 역할을 수행했지만, 1950-60년대에는 드골의 등장, 영국의 공동체 가입 실패, 기능주의의 성공 등 때문에 많은 역할을 수행할 기회를 찾지 못하고 있었다. EM이 다시 자신의 활동공간을 찾은 것은 1970년대 유럽의 내적, 외적 상황 변화 속에서 나타난 통합의 위기였다. 이 속에서 EM은 쉔델이라는 열정적 연방주의자의 지도에 힘입어 UEF와 MFE를 재화합시키고 EM과 연계시켜 EM보다 연방주의적이었던 UEF를 전위대로 삼아 유럽의 진전된 통합을 위한 선전활동을 시작했다. EM은 또한 기존까지 EM이 수행했던 정치지도자 혹은 각 정부에 대한 청원으로는 유럽의 연방화를 이룰 수 없다고 판단하고 활동의 급진화를 꾀했다. 즉, 보다 더 강력한 청원활동과 정치인들에게 압력을 가할 수 있는 수단을 찾았다. EM이 선택한 것은 1974년부터 정기적으로 열리기 시작했던 유럽이사회를 이용하는 것이었다. EM의 이러한 전략 변화는 성공적이었다. EM은 UEF 및 MFE와 협력해서 1980년대 초 스피넬리의 유럽연합 조약안을 각 회원국들이 비준할 수 있도록 노력했다. 비록 그들의 노력은 실패했지만 유럽연합 회원국들에게 유럽통합의 연방주의적 발전에 대한 필요성을 인식시키는데 기여했다는 의미를 찾을 수 있다.
Abstract
Functional and inter-governmental viewpoints on which see European integration have marginalized federalism and supranational popular movements for European federal integration that were another important actors in the process of european integration. This study is to show that the process of European integration has been with the robby and pressure activities of the civil society organizations that support federal Europe. The European Movement played active role in the creation of the Council of Europe at the end of 1940s. It, however, failed to find out chances to perform its' role during the 1950s and 1960s. It was the crisis of European integration of 1970s that the EM found out its space to act. From this time, the EM, amid the leadership of the perfervid federalist such as Schendel, reconciliated the UEF and MFE and started to perform publicity campaign for more progressive integration. At this point, the EM radicalized its' activities thinking that petitions on political leaders or governments could not lead to the federalization of Europe. Thus, the EM used the European Council that has started to have meeting periodically from 1974. This change of strategy was successful.
