유럽정당은 EU회원국이나 이에 가입을 원하는 국가의 정당들이 국경을 넘어 결성한 초국적 조직이다. 유럽정당의 기원은 유럽통합이 구체적으로 논의되던 1940년대 후반기로 거슬러 올라가지만, 실제적으로 탄생한 시점은 1990년대 전반기이다. 특히, 지난 2004/05년 사이에 많은 유럽정당이 성립된 점을 고려할 때 그 역사는 결코 길지 않다. 현재 EU가 인정하고 이로부터 재정을 지원받는 유럽정당은 11개에 이르며, 이들은 유럽의회에서 단독으로 또는 연합하여 총 8개의 정치그룹을 형성하고 있다.본 연구는 이러한 유럽정당의 생성과정과 기능을 파악하고 분석하는데 그 목적을 두었다. 생성과정은 유럽선거 이전, 유럽선거 도입, EU로의 발전 등 세 시기로 나누어 분석하였으며, 기능은 민주주의 발전 기능, 유럽선거 수행 기능, 의정활동 기능 등으로 분류하여 연구하였다. 우리는 이 연구를 통하여 유럽통합의 발전은 유럽정당의 생성을 추동하는 역할을 했지만, 반면에 유럽정당은 유럽통합이 발전하는데 나름대로 기여했음을 알 수 있다. 이 연구는 조직 면에서나 기능 면에서 유럽정당은 국가정당에 크게 뒤지고 있음을 알려준다. 그럼에도 불구하고 최근 전개되고 있는 여러 사항들을 고려할 때, 유럽정당의 미래는 밝다고 전망한다.
Abstract
An European political party, formally political party at European level, consists of national parties in member states of the EU or states wanting to join the EU. It is one of the types of political party organization operating at the transnational level in Europe. The origin of European political parties goes back to the second half of 1940s. However, in fact they began to come into existence in the first half of 1990s, when the EC developed into the EU. At present, there are totally eleven European political parties which received official EU's recognition and funding. And there are in the European Parliament eight political groups European political parties have composed alone or together. This article aims at the analysis on the formation process of European political parties and their functions. In this study, we can see that the development of European integration has played the key role in the building of European political parties, in return they have contributed to promote European integration to some extent. None of the European political parties have not performed the similar functions which national parties have done. Consequently, we are able to get a perspective conclusion that the future of European parties will be optimistic, on the condition that we take into account the current development of the EU.
