이 논문은 프랑스에서 정치세력으로서 기독교 민주주의를 검토한다. 시기는 프랑스에본격적으로 민주 정치의 무대가 마련되었다고 볼 수 있는 제3공화국의 시기부터 현재까지다. 이 연구는 프랑스 기독교 민주주의의 정치세력화 성공과 실패를 분석하는데 세가지 요소가 가장 결정적으로 작동했다고 설명한다. 첫째, 기독교 민주주의가 가졌던 이데올로기적 특징이 프랑스의 정치지형에서 세력화에 있어 상당한 한계로 작동했다는 사실을 제3공화국의 시기를 중심으로 설명한다. 둘째, 그럼에도 불구하고 기독교 민주주의가 프랑스의 대표적 정치세력으로 부상했던 제4공화국의 시기를 기회의 창이라는 측면에서 살펴본다. 기존 보수 세력의 몰락과 전후 해방정국에서 새로운 정치 질서의 모색은 취약했던 기독교 민주주의가 급부상할 수 있었던 기반을 마련했다. 셋째, 제5공화국에 들어서 기독교 민주주의가 소규모 정치세력으로 명맥을 유지하면서도 중도 우파의진영에서 밀려나는 과정을 대통령주의(présidentialisme)와 인물 중심 정치 등 제도적요인의 결과로 분석한다.
Abstract
This article analyses christian democracy as political force in France since the Third Republic which marked the establishment and consolidation of liberal democratic political order along with the universal suffrage. Three factors have played determinant role in the history of French christian democracy as political force. First, the particular ideological characteristics of French christian democracy in political configuration has been an impediment to the growth of this political movement in the Third Republic. Second, French christian democrats have nevertheless enjoyed a brief success in the Fourth Republic. A window of opportunity has been opened due to the demise of rival conservative political forces and the new era of Liberation. Third, in the Fifth Republic, christian democracy has continuously declined because of the institutional mechanisms of the new regime, particularly the ‘presidentialism’ and the subsequent personalization of political life.
