초록

이 논문은 프랑스의 정치가 좌우의 이념적 군집으로 양극화되어 있는지 그리고 대중의 정파성과 정당의 선거정치적 전략이 정치양극화와 어떤 관계가 있는지를 분석한다. 정치양극화(political polarization)는 어떤 문제에 대해 두 집단 간에 이질성이 강하게 나타나고 각 집단 내에서는 동질성이 강하게 나타나는 것을 말한다. 이 논문은 현재 프랑스의 정치양극화가 정파성, 당파적 이슈, 선거정치의 동학과 연관성이 있다는 점을 분석한다. 다양한 서베이 자료에 대한 분석을 통해 이 연구는 다음의 경험적 발견을 제시한다. 첫째, 프랑스에서 정치양극화와 관련하여 과거에는 정치체제를 둘러싼 갈등으로 양극화되었지만 이제는 이슈를 둘러싼 양극화로 전환되었다는 점을 보여준다. 둘째, 프랑스에서의 양극화의 요인으로 밝혀졌던 종교와 계급이 이제는 주요 원인으로서의 작동하지 않는다는 점을 밝힌다. 셋째, 이슈 갈등의 양극화 현상이 나타나는데 이를 추동하는 것은 정당의 선거정치적 전략이라는 점을 제시한다. 넷째, 정당지지자들의 양극화 현상이 고착된 것은 아니라는 점을 보여준다.

Abstract

This paper explores whether the French politics has been polarized and in what way political polarization is related to issue conflicts. Political polarization refers to a phenomenon where inter-group heterogeneity is strong while at the same time within-group homogeneity is intensified as well. This paper particularly focuses on the dynamics of partisanship, partisan issues, and electoral politics to shed some lights on political polarization. By analyzing various survey data, we suggest the following empirical findings. First, political polarization in France has shifted from the one related to a regime issue to the one about particular socio-economic and political issues. Secondly, religion and class, the two factors that have accounted for political polarization in France in the past, appear to have a less explanatory power in explaining political polarization in contemporary France. Thirdly, it is electoral strategy by parties that has driven polarization of issue conflicts. Lastly, political polarization in French citizens’ mind is not fixed but volatile.
