종래 동독의 대 서독 정책 연구는 동독의 관점 보다는 서독 혹은 서구 열강이라는 외부 관찰자 시각에서 해석함으로써 정책결정자로서 동독의 내적 동학을 간과하고 서독의정책에 대한 반응을 중심으로 동독을 해석해왔던 것이 사실이다. 본 연구는 동독의 대서독 정책결정 맥락 및 결정요인을 동독 중심에서 살펴보고자 한다. 이를 위해 동독의정책결정 맥락을 국제⋅국내 환경, 이에 대한 동독 정책결정자들의 인식, 이해(interest) 그리고 서독과의 관계 등 세 가지 차원으로 구분하고 각각 정치적, 경제적, 사회문화적요인의 영향을 상세히 고찰함으로써 동독의 대 서독 정책결정 맥락 및 결정 요인을 구체적으로 밝힌 후 남북한 관계에 주는 시사점을 도출한다.
Abstract
Previous studies on East German Policy toward West Germany have been performed not from the Perspective of East Germany but from Western Powers as outside observers. Thus, their stance has not given enough attention to the inside dynamic of East Germany as a policy maker. They just have interpreted West German policy as a reaction of East German policy. This study aims to explore the intern mechanism of East German policy in the field of policy making context and determinants toward West Germany by using of the Constellation Analysis by Gottfried-Karl Kindermann. To achieve this goal, we try to find the effect of political, economic and socio-cultural factors in East German policy decision context which is categorized in three levels, such as international & national environment, the perception & interest of German policy makers and relation with West Germany. With those results this study tries to find the policy making context and determinants of East Germany toward West Germany and to suggest implications for South-North relation.
