이 글은 2017년 프랑스 대통령선거에서 승리한 마크롱 당선과 이에 따른 정당체계 재편의함의를 설명하려는 데에 있다. 마크롱 후보의 당선은 우연한 결과에 의해 이루어진 것이 아니라2000년부터 이루어진 프랑스 정당체계 균열 과정 속에서 발생한 결과로 이해한다. 프랑스는1965년 대선 이래 전통적으로 사회당과 공화파 보수당이 기축정당으로서 기능을 하며 정권교체를 해왔다. 그런데 이는 만성적으로 쌓여 있는 높은 실업률, 재정적자, 이민 문제, 테러, 유럽연합 탈퇴 등과 같은 사회 문제를 효과적으로 해결하는 데에 한계를 보여 주었다. 특히 2008년세계금융위기 이후 촉발된 실업, 사회적 불평등, 탈세계화 등과 같은 사회통합 정책을 효과적으로 실현하지 못한 한계를 보여줬다. 이에 따라 프랑스의 유권자는 기존 좌우 정당은 자신이 속한사회 문제를 해결하는 데에 한계가 있다고 보고 이를 보다 더 잘 해결할 수 있는 대안정당을모색한다. 이러한 과정에서 ‘프랑스 불복종’, ‘프랑스 전진’, ‘국민전선’ 등과 같은 새로운 정당이출현할 수 있었다고 본다. 2017년 프랑스 대선은 중도파 후보의 승리로 귀착되었다. 이 글의목적은 1965년 프랑스 대선 이후 정착된 정당체계 특징을 종합적으로 살펴보고 최근 치러진프랑스 대선 결과와 정당 균열의 정치 ․ 사회적 맥락과 제도적 맥락을 동시에 분석하면서 이를통해 한국 정치에 줄 수 있는 시사점을 제안하고자 한다.
Abstract
The french presidential elections of 2017 area significant sign of change of political party system. France had traditionally a bipolar quartet party system which was aligned along with the right-left cleavage. But since 2000’s showed the division of labor class and new sources of social cleavages appeared, the French people changed their ideological stand point and structure of political orientation became diversified. With this social change, the existing parties are diluted their traditional ideological colors and some new parties are emerging for the representation of peoples’s new demand. For presidential elections of 2017, the french people de not choose a candidate of four major parties, but candidate of a center party. Il showed that the structure of competition moves from the competition between left-right parties to the competition between center ant extreme parties. This paper aims to examine and prove the factors of change from a bipolar party system to a third parties system after the french presidential elections of 2017.
