Abstract
The new governance paradigm goes beyond the traditional vertical command system to value horizontal and dynamic interactions that emphasize cooperation and resource sharing. This is an essential paradigm for responding to changes in modern society such as globalization, informatization, and decentralization, and inter-city networks play an important role. Inter-city networks offer a new way to solve global problems beyond the traditional state-centered political structure. In particular, inter-city cooperation enables more flexible and practical responses to complex problems such as environment, security, and poverty, and is positioned as an important network that promotes resource sharing and cooperative problem solving. However, there are limitations to city-based cooperation. Cities are not constitutionally independent subjects and must still be operated under state control. Nevertheless, cities are emerging as major subjects of global problem solving through creative and rapid responses beyond the rigid structure of the state. This study analyzed that cooperation between European cities is forming a new governance model. This cooperative model attempted to provide implications for Korea as well.
