본 연구는 최근 정립되고 있는 도시계획분야의 새로운 패러다임을 요약·소개하고 이들이 도시계획에 주는 정책적 시사점을 제시하는데 근본목적이 있다. 이를 위하여 다섯 가지의 과학 패러다임과 계획이론에서 거론되는 네가지 패러다임을 분류하여 설명하였다. 그리고 네트워크 패러다임을 도시계획을 지배하는 핵심 패러다임으로 인식하고 이를 범지구적 네트워크, 도시/지역간 네트워크, 그리고 도시/지역내 네트워크로 분류하여 논의하였다. 본 연구는 또한 네트워크 패러다임의 혜택을 공유하기 위한 지방정부 차원의 참여촉진방안과 협력을 위한 접근방법을 제시하였다. 여기에는 지방정부와 지역사회단체간의 신뢰형성에 초점을 두었다. 그러나 이러한 신뢰구축방안은 모든 관련당사자에게도 적용가능할 것으로 기대한다. 그리고 이에 적절한 지방정부 차원의 역할분담 등에 관하여 논의하였다.
Abstract
The purpose of this paper is twofold. One is to introduce newly-emerging planning paradigms. Another is to explore policy implications of the paradigms. After reviewing new paradigms of science and planning paradigms in brief, network paradigm is introduced as a heart of newly-emerging planning paradigms. The network paradigm is classified into three layers for explanatory convenience -- global network, inter-regional/urban network, and intra-region/urban network. Considering the new paradigms, this paper suggests some policy implications and roles for local government, planners and managers. Among them, participation in the process of planning or decision- making is emphasized. Also considering trust as a valuable social assets, a trust-building process is suggested between local government and community-based organizations(CBOs).
