Abstract

The European Union is seeking to strengthen its Multi-level Governance as an opportunity for economic development along with the recovery of its identity after Eurozone crisis and Brexit. One of the means is the inter-city coalition. The new intercity union strategy enables economic revitalization to small and medium-sized cities that have long been uninteresting. It is also a trend that is designed to flow economies and other functions from core cities to selected small and medium cities. Cities participating in inter-city cooperation with diverse and integrated information are making more purchases in the social, environmental and public procurement markets with more autonomy. It is unclear how the economic crisis will make the restructuring of the global economy, but in Europe it seems clear that the alliance between cities will become stronger. If the European Union is not pushed to the periphery in the near future, it will be through the expansion of economic capacities of cities. This paper attempts to analyze increasing number of cases of cross border cooperation. From the mid-and long-term perspective, the intention was to see the possibility of an increase in intra-regional trade due to the inter-city coalition becoming another trade barrier for foreign countries.
