Abstract
The purpose of this study is to examine the development model of foreign relations of local government in response to the change of the new governance paradigm called MLG(multi-level governance) triggered by neoliberal globalization through a case comparison of various types of MLG cases. In order to achieve this research purpose, this study first establishes an analytical model that can classify and explain the degree of activation of MLG by country by finding factors showing the degree of activation of MLG which affects the active foreign relations of local government. Second, based on such an analysis about a model of MLG, it also analyzes the characteristics of MLG operating mechanisms in active countries in theoretical and empirical terms. Third, it examines how the theoretical framework of MLG is applied specifically to the MLG structure centered on local governments in each country through case analysis and presents policy directions for revitalizing foreign relations of local government in Korea based on the implications derived from case analysis. As a result of the study, it is confirmed that the foreign relations of local government are more active in the countries belonging to the MLG type of open decentralization system with high level of decentralization and external openness.
