메르켈 정부 (2005-2021)의 대(對)프랑스 외교 전략에 관한 연구 -협력(Zusammenarbeit)․봉쇄(Blockade)․기만(Täuschung)의 3대 특징을 중심으로-

오늘날 독일의 유럽 패권과 독일 우위의 독불(獨佛) 관계는 메르켈 정부 시기에 공고화되었으며, 이는 본질적으로 메르켈 정부의 대(對)프랑스 외교 전략에 기인한다. 해당 외교 전략은 협력(Zusammenarbeit)․봉쇄(Blockade)․기만(Täuschung)의 3대 특징으로 분류될 수 있다. 메르켈 정부의 대프랑스 외교 전략은 그의 프랑스에 대한 냉정하고 과감한 태도와 행동을 바탕으로 성공할 수 있었으며, 이는 근본적으로 구(舊)동독 출신으로서 프랑스와 접점이 부재한 그의 청년 시절과 프랑스 정계와 밀접한 소통을 할 수 있는 라인강 정치를 경험하지 못한 그의 정치적 성장 배경에 기인한다. 결론적으로 메르켈 정부의 대프랑스 외교 전략 성공은 오늘날 독․불 특수 동반자 관계의 허실과 국익 실현을 기반으로 한 외교의 효과성, 그리고 과감하고 중장기적인 외교력 행사를 위한 탄탄한 국내정치적 기반과 인기의 중요성을 강하게 시사한다.
Abstract
The present European hegemony of Germany and the asymmetric relationship between Germany and France of today had been consolidated under the Merkel-government (2005-2021). That was essentially based on the diplomatic strategy of the German government of those days toward France. This diplomatic strategy could be classified by these three features: Cooperation, Blockade and Deception. The diplomatic strategy of the Merkel-government toward France could be successful thanks to its practical and cold-hearted position to the neighboring country. And that results from Merkel’s personal and political background without any French connection. In conclusion, the achievement of the diplomatic strategy of the Merkel-government toward France demonstrates the internal weakness of the special partnership between Germany and France of nowadays and the effectiveness of national interest based diplomacy. At the same time it proves the importance of domestic political popularity to attempt an audacious and long-term diplomacy.
