This essay's aim is researching about beginning literacy teaching's viewpoint change in the elementary Korean textbooks according to curriculum. The result is like this: coexistence of pronunciation-based approach and meaning-based approach, meaning-based approach, compromise of two approach, balanced approach. The present textbook is strengthening the basic literacy teaching and is pointing to balanced approach to adjusting learner's needs. I suggested four tasks to development beginning literacy teaching : making hierarchy about basic literacy teaching's contents, making standards about teaching words, developing the various activities of balanced approach, making standards about developing other subject's textbooks
