Abstract

This paper analyzes the structure and transformation of Korea’s intangible heritage system, examining the interactions between the policy system, the transmission system, the international protection system, and socio-economic factors to explore directions for policy reform. Since the enactment of the Cultural Heritage Protection Act in 1962, Korea has established a legal and institutional foundation for intangible heritage protection. With the adoption of UNESCO’s Convention for the Safeguarding of the Intangible Cultural Heritage in 2003, efforts have been made to integrate international protection frameworks. However, the existing intangible heritage protection system remains heavily reliant on a state-led, designation-based approach, which creates tensions with the need to ensure community autonomy and a community-driven transmission model. The enactment of the National Heritage Basic Act in 2023 and the establishment of the National Heritage Administration in 2024 mark significant changes in Korea’s intangible heritage policy framework. Against this backdrop, this study examines how the intangible heritage system functions through the organic interaction between the policy and transmission systems, as well as how it adjusts to the international protection system and broader socio-economic contexts. In particular, it highlights the limitations of Korea’s policy framework, which, despite adopting UNESCO’s principle of community-based safeguarding, continues to rely on a state-centered approach. To ensure the sustainable safeguarding of intangible heritage, this study proposes the following policy transformations. First, a subject-centered intangible heritage protection system must be established. Second, the level and mode of state intervention should be adjusted to enhance community autonomy. Third, intangible heritage must be actively developed as a legacy for future generations. Intangible heritage policy must evolve beyond mere preservation and transition into a dynamic system in which communities and society continuously create and engage with their heritage. Achieving this requires the establishment of a new paradigm that integrates policy systems, transmission systems, international protection frameworks, and socio-economic environments to facilitate the safeguarding and transmission of intangible heritage.
