2000년대 이후 한국무형문화재정책의 전개과정

Abstract

Korea's intangible cultural heritage policy entered the 2000s with the task of responding to changes in the new domestic and international policy environment. Since the 2000s, Korea's intangible cultural heritage system has been intensified as more than one generation has passed since the establishment of the system, and the demand for institutional reorganization has become stronger. In the period after 2000s, Korea's policy on intangible cultural properties was largely centered on two axes. The first was a discussion on the improvement of the intangible cultural heritage system under the Cultural Heritage Protection Act. This was put to rest with the enactment of the ‘Act on the Preservation and Promotion of Intangible Cultural Heritage’ in 2015. The second was to combine the UNESCO Convention for the Safeguarding of the Intangible Cultural Heritage adopted in 2003 with domestic policies on intangible cultural heritage. After 2000s, intangible cultural heritage policy entered a new phase with the enactment of the Intangible Cultural Heritage Act in 2015. The enactment of the Intangible Cultural Heritage Act can be seen as a comprehensive response to two policy variables: the improvement of Korea's intangible cultural heritage system and the demand for integration between the UNESCO Convention for the Safeguarding of the Intangible Cultural Heritage and domestic policies. However, the response to the demands inside and outside the intangible cultural heritage system can be seen as ongoing, not completed. There is also a dual system of the Intangible Cultural Heritage Act and the UNESCO Convention for the Safeguarding of the Intangible Cultural Heritage, stemming from the difference in the orientation and spirit of the Intangible Cultural Heritage Act and the Convention. Nevertheless, it is also necessary to take a strategic approach that actively utilizes this dual system and takes it as an opportunity to develop Korea's intangible cultural heritage policy.
