Abstract

This study is an attempt to understand the context and content of the adoption movement for war orphans that occurred in North Korea in the 1950s. It seeks to comprehend the emotional disposition of the North Korean people and society through the meanings reflected in the discourse and practice of war orphan adoption. As numerous war orphans emerged due to the war, the authorities sought to establish caregiving responses for orphans through policies and public discourse. Unable to accommodate the increasing number of war orphans, the state forced women to practice the war orphan adoption movement as a norm of socialist motherhood. The North Korean authorities aimed to use differential treatment of the children of soldiers who sacrificed for the state as a mechanism for loyalty among the people. Policies for the care of orphans were created during the war, and assistance was received through foster care from foreign socialist countries. During the period of foster care, the state established educational facilities for the orphans and repatriated them after the war to prevent population loss and to cultivate them as national talents. In contrast, public responses to war orphans in South Korea were weak. Although private orphan care facilities emerged, their number was insufficient, resulting in many war orphans becoming vagabonds and societal problems. Domestic adoption was difficult due to strong bloodline consciousness in the post-liberation society with feudal characteristics. In particular, mixed-race children born to US soldiers were discriminated against, leading to the establishment of an overseas adoption system for the welfare of orphans. North Korea labelled South Korea's overseas adoption of orphans as child trafficking and launched an orphan adoption movement in South Korea at the time when orphans sent abroad for foster care returned. North Korea claimed to be superior to South Korea in both the socialist system and moral aspects through its care methods for war orphans.
