Abstract

At the 1966 FIFA World Cup in England, North Korea captured global attention by defeating Italy and advancing to the quarterfinals. Behind this historic moment, however, lay intense diplomatic controversy over the question of North Korea’s “statehood” amid the Cold War and the division of the Korean Peninsula. The British government, while maintaining its non-recognition policy toward North Korea, was simultaneously responsible for ensuring the successful management of the tournament as the host nation. This dual responsibility created complex negotiations surrounding North Korea’s visa issuance, flag display, national anthem, and name designation. Although North Korea insisted on being officially identified as the “DPRK,” it ultimately accepted the use of “North Korea” and limited ceremonial recognition in order to prioritize participation itself. This mirrored the “participation first, nomenclature later” dilemma witnessed at the 1964 Tokyo Olympics. The British government even canceled an entire series of commemorative stamps depicting the flags of all participating nations to prevent the North Korean flag from appearing publicly, thereby minimizing exposure of North Korea’s statehood. Meanwhile, the South Korean government lodged formal protests over North Korea’s entry into the United Kingdom and its participation under national symbols, yet British Foreign Office records suggest that South Korea also exhibited a subtle sense of pride in North Korea’s unexpected success. This ambivalence revealed the complex interplay between rivalry and shared national sentiment under division. Drawing upon primary sources from FIFA archives and the UK National Archives, this study reconstructs the diplomatic debates surrounding North Korea’s contested statehood and analyzes how South Korea, the United Kingdom, and North Korea each responded within the arena of sports diplomacy. Ultimately, the 1966 World Cup emerges as more than a mere sporting event―it served as a stage for the political negotiation and symbolic recognition of North Korea’s state identity within the polarized order of the Cold War.
