이 글은 해방된 북한 지역에 파견돼 조선노동당 사업을 주관한 소련계 한인 허가이를 연구의 대상으로 설정하였다. 허가이는 조선노동당의 요직을 맡아 당 사업을 지휘했음에도, 여전히 소련 국적을 유지한 채 소련군사령부 및 소련대사관과 긴밀히 공조했다는 점에서 양국의 경계에 위치한 인물이었다. 북한과 소련의 경계에 있었던 허가이의 활동은 북소 관계뿐만 아니라, 소련의 대북 정책을 엿볼 수 있는 통로를 제시한다. 이 연구는 허가이가 소련공산당 체계를 모델로 삼아 당 건설을 주도하며, 자신이 지향한 조직 노선을 어떻게 조선노동당의 조직 사업에 구현하려 했는지 살펴보고자 한다.
Abstract
This article sets as its subject the Soviet-Korean Heo, Ga-I who was dispatched to the liberated North Korea and supervised the Korean Workers’ Party’s work. Heo, Ga-I was a person located on the border between North Korea and the Soviet Union. Because, despite holding a key position in the Korean Workers’ Party and directing the party’s work, he still maintained Soviet citizenship and worked closely with the Soviet military command and the Soviet embassy in North Korea. The activities of Heo, Ga-I who was on the border between North Korea and the Soviet Union, offer a passage to look not only relation of North Korea and Soviet Union but also Soviet policies toward North Korea. This study aims to examine how Heo, Ga-I led the construction of the Korean Workers’ Party by imitating the Soviet Communist Party system.
