21세기 전략환경 변화와 중국의 군사전략

이 연구는 지금까지 많은 부분 베일에 가려져 온 중국의 군사전략을 분석한다. 국력이 강화되고 국가이익이 확대되고 있는 상황에서 중국은 21세기 전략환경을 어떻게 평가하고 있는가? 중국의 군사전략방침과 적극방어전략의 구체적인 내용은 무엇인가? 중국의 군사전략은 한반도 안보에 어떠한 영향을 줄 것인가? 중국의 군사전략을 분석하기 위해서는 다음과 같은 세 가지 관점에서 접근할 필요가 있다. 첫째는 중국의 국력 증가에 따른 국가이익 범위의 확대이다. 중국은 주변지역에서 자국의 이익을 수호하기 위해 전략적 전선을 국경선 너머로 확장하고 있으며, 이는 중국이 국부전쟁에 대비하는 데서 나타나고 있다. 둘째는 현대 전쟁양상의 변화이다. 군사변혁에 따른 전쟁양상 변화는 중국으로 하여금 정보화된 전장에서 승리할 수 있는 능력을 구비할 것을 요구하고 있다. 그리고 셋째는 주변국들의 군사동향이다. 미국, 일본, 러시아의 군사변혁 및 군사력 현대화는 무기기술면에서 열세에 있는 중국으로 하여금 전력의 공백을 메우기 위해 비대칭 전력을 강화하도록 하고 있다. 이에 따라 중국은 “정보화조건하 국부전쟁” 교리 및 이에 입각한 군사전략방침을 채택하고 있으며, 각 군은 적극방어 군사전략을 구체적으로 추진하고 있다. 이 글은 중국의 군사전략을 면밀히 분석함으로써 군현대화 이면에 숨어있는 그들의 군사적 의도와 능력 그리고 군사적 위협의 실체를 명확히 제시할 것이며, 향후 한국의 전략환경을 평가하고 “한국특색의 군사전략”을 모색하는 데 기여할 것이다.
