중국의 군사적 부상과 동북아 안보： 군사력증강 현황과 파급영향을 중심으로

초록

20세기가 ‘경제영역’에서 중국의 부상이 가시화되는 시기였다면 21세기는 ‘군사영역’에서 중국의 부상을 목도하는 시기가 될 것이다. 중국의 군사적 부상은 한국에게도 분명 ‘도전’으로 작용하는 측면이 존재한다. 중국이 군사적 강대국으로 군림하거나 군사력을 바탕으로 국제질서의 변화를 추구했을 때 우리나라는 언제나 그 직·간접적인영향권에서 벗어날 수 없었기 때문이다. 한국의 장기적 안보전략은 對중국 적대관계를 상정한 것이 될 수는 없으며 어떤 경우에도 중국과의 ‘비적대적 공생’은 불가피한 전제이다. 따라서 우리는 중국의 군사력증강에 자극받는 군비경쟁을 지향하거나 불필요한 갈등을 야기하기보다는 ‘방어적 억제전략’에 입각하여 자원배분의 효율성을 극대화하는 방향으로 군사력 증강을 추진할필요가 있다. 이와 더불어 ‘한·중 전략적 협력동반자관계’의 기초위에서 군사 분야 교류와 협력확대, 상호 군사분야 신뢰구축, 공동 군사훈련 등을 추진할 필요가 있다. 그러나 국가안보의 차원에서 자주국방을 실현하고 최소한의 억지전력을 갖추는 것 또한 선택이기보다는 ‘필수’의 문제이다. 따라서 중국과의 군사적 신뢰구축 및 교류확대와는 별개로 중국의 군사적 부상이 가져올 수 있는 부정적 요소에 대해서도 냉철히평가하고 대비하는 노력이 병행되어야 한다. 특히 이러한 대비태세 구축과 관련하여한국에게 요구되는 것은 일종의 ‘고슴도치전략’이다. 즉 고슴도치와 같이 주변 강대국에 대해 일격을 가할 수 있는 최소한의 억지력 보유를 추구할 필요가 있는 것이

Abstract

The rise of China at the military field changes security landscape in Northeast. China is focusing on the modernization of their armed forces and try to challenge the hegemony of U.S. The modernization of Chinese armed forces is mainly focusing on the sea power and expanding air force and aerospace power. China believe that it is the most effective measure against U.S. At the center of military armaments in the Northeast Asia, China plays the leading role. China attempts to enhance military power under the supervision of PLA weapon system division. Aside with the rapid growth of Chinese economy and international influence, the rapid enhancement of military power stimulate the security of neighbor nations. The current U.S. hegemony of military power is being threatened and Japan also joined the armed race. As China develop advanced military technology,the most of new weapons was benefited from the stealth technology. The test of J-20 was power/pride projection toward international society. This attitude of China has become a harsh reality. Therefore, we should assess the threat of Chinese military power and find countermeasures. In reality, we do not have realistic countermeasure. Due to lack of interest, we are not properly assessing the threat of China and we are relying on U.S. support. We should establish surveillance capability on China through aerospace power and prepare countermeasure in case of emergency.
