중국의 군사적 부상

The Military Dimension of China's Rise: Recent Trends and Regional Implications

초록

중국의 부상은 “새로운 전략적 현실”이다. 특히, 중국군은 2000년대 이후 과거 15년과는 다른 전력증강 형태(pattern)를 보이고 있는데, 이에는 1) 다양한 신형무기체계 생산 및 배치, 2) 외국 무기 및 군사기술 도입 확대, 3) 신속대응능력 제고, 4) 정보전(‘信息戰’)/전자전 능력 배가, 5) 통합군수지원능력 구축, 6) 대군구간 합동(‘聯合’)훈련 및 연습 강화, 그리고 7) 각종 미사일 체계 생산 측면의 진전이 포함된다. 중국의 군사력 증강을 포함한 중국의 부상은 한반도 및 동아시아의 안보환경에 지대한 영향을 미치는 주요 변수이나, 중국 군사․안보분야에 대한 국내연구기반은 매우 취약하다. 본 연구는 이와 같은 문제의식을 갖고 중국의 최근 군사력 증강 현황과 전망, 그리고 정책적 함의에 대해 선별적이나 종합적인 분석을 총 6장에 걸쳐 제시하고 있다. 제1장에서는 중국의 안보환경에 대해 중국 당․군 지도부가 어떻게 인식하고 있고, 이로 인한 중국의 국가안보목표, 국가군사목표는 무엇이고, 그리고 어떤 방법을 통해 상기 목표를 달성할 것인가의 문제를 살펴보았다. 제2장은 중국의 전략적 논쟁과 향후 발생가능한 미래전에 대해 중국이 어떻게 대비하고 있는가를 요약하였다. 이와 관련한 가장 중요한 사실은 중국이 간헐적․공식적으로 군사전략의 명칭과 추진 방향을 수정하고 있으나, 지속적․실제적으로 혼재된 군사전략을 수립․운용하고 있다는 점이다. 제3장은 중국이 군 현대화를 본격적으로 추진하기 시작한 1980년대 중반부터 1990년대 말까지의 성과와 문제점을 요약하였다. 제4장에서는 2000년 이후 최근까지 중국군의 전력 증강 내용 및 형태(pattern) 변화 외, 중국의 군 현대화가 가속화된 배경과 원인, 그리고 향후 전망을 종합적으로 제시하였다. 제5장에서는 중국의 전력증강이 동아시아의 안보환경에 미치는 영향을 분석하였다. 마지막으로 제6장에서는 한국의 대비 방향을 전략적 측면과 전력 발전 측면, 그리고 단기 상황과 중장기적 이슈를 고려하여 다층적이고 세부적으로 검토하였다.

Abstract

The rise of China is a “new strategic reality” to Asia and the world. As a world-historic event, the rise of China carries a transformative force that can shape the geopolitical landscape in the early 21st century. But it is also true that the foremost attention was given to China's economic rise rather than its other―let alone military―dimensions. This research aims at exploring the nature and patterns of China's military modernization since the mid-1980s. In particular, it focuses on the recent developments in PLA modernization since 2000 and its likely future trends. Included in this category are naval power, air power, and other software assets. In light of China's international status as well as its involvement in the region's territorial dispute, it stands to reason that its neighboring countries are concerned about how China would use its newfound power and influence. As long as this questions remains unanswered, South Korea and other regional powers must simultaneously pursue with China both “exchange and cooperation” and “anticipation and preparation,” in case China changes its current course of “peace and development.”
