중앙아시아 지역에서 러중 사이의 잠재적 갈등과 전망 :전망이론을 중심으로

초록

본 연구는 중앙아시아 지역에서 나타나는 러시아와 중국 사이의 잠재적 갈등과 두 국가의 향후 관계를 전망하는 것을 목적으로 한다. 특히 본 연구는 전망이론 관점을 통해 합리적 선택으로 인해 중러 관계가 형성되는 것이 아니고, 비합리적 선택에 근거하여 중앙아시아 지역에서 중러 관계가 발생하고 있다고 주장한다. 분석 결과 러시아에 있어 중앙아시아 지역에서 중국의 영향력 확대는 손실을 발생시키는 요인이고, 잠재적 갈등 요인인 것으로 파악된다. 그러나 러시아는 서방과의 갈등과 국내 경제 침체라는 국내․외 손실의 문제가 있다. 따라서 러시아는 두 손실에 적극적인 대처할 경우, 재앙적인 손실이 발생하는 것을 염려했기 때문에 중국의 중앙아시아 진출을 적극적으로 대응하지 않은 것으로 보인다. 이와 같은 관점에서 향후 러시아의 국내․외 문제가 빠르게 해결되기 어려울 것으로 예측되는 바 중앙아시아 지역에서 중국의 영향력 확대에 관하여 러시아가 적극적인 견제 정책을 수립하기는 어려울 것으로 보인다. 즉, 중앙아시아 지역에서 러중 사이의 잠재적 갈등은 지금과 같이 유지될 가능성이 높다.

Abstract

The purpose of this research is to forecast China-Russia relations by determining potential conflicts between the two in the Central Asian region. The study, using prospect theory, stems from the argument that the current China-Russia relations in the Central Asian region has been formulated by irrational choices instead of rational ones. Augmentation of China's influence in the region imposes threats to Russia, causing potential conflicts. As Russia suffers from domestic and foreign factors, which are poor economic performance and continuous conflicts with the West, Russia has not fully concentrated on expansion of China's influence because excessive expenditure of both tangible and intangible resources may lead to catastrophic losses. This particular dilemma presents a great challenge for Russia to keep China's power expansion in the Central Asian region as the existing domestic and foreign problems do not seem to end quickly. In conclusion, the potential conflicts between China and Russia that exist under the surface are highly likely to last at stalemate.
