상하이협력기구(SCO)를 통하여 본 러시아와 중국 관계: 러시아의 우려와 대응

이 논문은 협력과 경쟁의 이중적인 역동성을 갖고 진행 중인 러시아와 중국 관계를 상하이협력기구(SCO)라는 제한적인 테두리 안에서 짚어보려는 목적을 갖고 있다. 러시아와 중국 두 나라는 중앙아시아 지역에서 안정을 도모하기 위하여서는 분리주의, 테러주의, 극단주의를 척결하여야 할 뿐 아니라 미국 및 서구 국가들의 영향력을 최소화하려는 공동의 이익을 갖고 있다. 그러나 SCO는 러시아의 불가분의 이익지대인 중앙아시아에서 중국이 이 지역 국가들과의 관계를 유리한 방향으로 개선시키기 위한 기본 도구가 되고 있다. 중국은 압도적인 경제력을 배경으로 SCO를 통하여 중앙아시아 국가들과의 경제통합을 주도하고, 중앙아시아 에너지의 가장 중요한 수입국으로 부상하려 하면서 러시아의 영향력을 잠식하고 있다. 이러한 도전에 대하여 러시아 나름대로의 대응 수단이 없는 것은 아니다. 러시아는 SCO의 안보적 역할을 러시아 주도의 CIS 집단안보동맹기구 (CSTO)와 연계하여 이 지역 안보에 대한 러시아의 장악력을 유지하려고 한다. 또한 SCO 내에 에너지클럽을 형성하여 중아아시아 에너지 자원에 대한 러시아의 영향력을 유지하려고 할 뿐 아니라, SCO를 중앙아시아 밖으로 확장하여 중앙아시아로 집중되는 관심을 분산하고, 인도와 같은 중국의 라이벌 국가를 회원으로 영입하려고 시도한다. 현재 중앙아시아에서 러시아와 중국의 중-장기적인 전략적 목표는 서로 충돌하고 있는 가운데 양국의 이익은 SCO 안에서 불안한 균형을 유지하고 있다.

Abstract

This article intends to address the relationship between Russia and China in the limited arena of the Shanghai Cooperation Organization (SCO). Russia and China have common interests in not only fighting separatism, terrorism and extremism to safeguard stability in Central Asia, but also minimizing U.S. and Western influence in the region. However, the SCO is becoming a basic instrument for China to redress the relationship between China and the countries in the region in ways beneficial to China. China, which is about to emerge as the most important importer of Central Asian oil and natural gas, takes the lead in the economic integration of the countries in the SCO with its overwhelming economic power. In this way China encroaches Russian influence in the region. Russia does not face China's challenge without any means to handle it. Russia tries to maintain its hegemony over the region's security by connecting the Collective Security Treaty Organization (CSTO), the Russian control security group in the CIS, to SCO security activities. Russia also tries to form an energy club in the SCO in the hope of maintaining its control over the region's energy exports. The expansion of the SCO beyond Central Asia is also intended by Russia to disperse China's interests outside of the region and to recruit India, a rival country of China, as a full member of the SCO. At present, while Russia and China have conflicting strategic objectives for the future in Central Asia, they maintain an uneasy balance of interests in the SCO.
