러시아는 확대 유라시아 구상을 통해 유라시아 대륙의 동서남북 연계를 적극 추진하고 있다. 러시아는 유라시아 대륙에서 자국의 전략적 목표를 실현하기 위해 다른 나라와의 협력을 추진하고 있으며 중국의 일대일로 역시 이러한 러시아 전략에 도움이 되는지 아닌지에 따라 평가할 것이다. 러시아 정부는 중국과의 협력을 통해 유라시아 내륙으로 진출하고자 하는 서구를 견제하고 원리주의, 분리주의, 테러리즘의 확산을 통제할 수 있었다. 이러한 협력요인 덕분에 중국은 미국, EU와 비교하여 중앙아시아 진출에 성과를 거둘 수 있었다. 그러나 중국의 일대일로가 유라시아 대륙에서의 러시아의 전략을 방해하거나 안보적인 위협을 늘리게 될 경우를 대비하여 러시아는 유라시아 경제연합의 제도화를 추진하고 아태지역으로의 진출을 더욱 촉진하며 동시에 유라시아 내륙 국가에 대한 영향력을 확보할 수 있는 다양한 수단을 모색하고 있다. 러시아는 확대 유라시아 구상을 통해 서구의 정치적 압력을 극복할 수 있는 기회를 모색하고 있지만 러시아가 중국의 일대일로를 활용해 대대적인 협력을 추진하는 데 걸림돌이 되는 구조적인 제약은 쉽게 해결되지 않을 것이다. 러시아는 자국의 안보에 끼치는 영향을 고려하여 일대일로와의 협력을 고려할 것이다.
Abstract
The purpose of this study is to analyze the evaluations and responses of Russia to Belt & Road Initiatives (BRI) of China. Russia suggested the Greater Eurasia Initiative for her own security and development. Russia increases in promoting the linking of Eurasian continents through the Greater Eurasia Partnership. Russia cooperates with other countries to realize its strategic goals on the Eurasian continent, and will evaluate China’s BRI in terms of Russia’s grand strategy. The Russia, in cooperation with China, has been able to control the entrance of Western countries into the Eurasia’s center and to block the spread of fundamentalism, separatism and terrorism. Thanks to these cooperation factors, China was able to achieve success in entering Central Asia. However, in case BRI of China interferes with Russia’s strategy on the Eurasian continent or increases security threats, Russia is developing the institutionalization of the Eurasian Economic Union, in addition, Russia is enhancing the cooperation with the Asia-Pacific countries. Russia intends to seek opportunities to overcome Western political pressures by the Greater Eurasian Initiatives, but structural constraints will not be easily solved for Russia to use its BRI to promote large-scale cooperation in Eurasian continent. Russia will cooperate with Chinese BRI considering its impact on Russia’s security.
