러시아 공공외교의 제도적 정비, 성과와 한계: 러시아국제협력청을 중심으로

본 연구는 러시아 공공외교의 핵심 기관인 러시아국제협력청을 중심으로 러시아 공공외교의 제도적 정비 사업의 성과와 한계를 분석하는 것을 목적으로 한다. 공공외교의 후발주자인 러시아는 2004년 푸틴 2기부터 공공외교에 본격적인 관심을 가지고 여러 관련 기관을 설립하거나 재조직하였다. 이 중에서 2008년에 설립된 러시아국제협력청은 세계적으로 러시아 공공외교 활동을 조정하는 업무를 담당하는 정부 차원의 공공외교 주무기관이다. 이에 러시아국제협력청은 루스끼미르재단과 더불어 러시아 공공외교의 가장 중요한 기관으로 간주된다. 따라서 러시아국제협력청의 설립 및 조직 정비 과정, 기관의 주요 활동을 면밀히 살펴보는 것은 러시아 공공외교의 실상을 파악하는데 큰 도움을 준다. 본 연구는 러시아국제협력청이 CIS국가에 우선 순위를 두고 이 지역의 러시아인 동포들, 러시아어 구사자들을 대상으로 적극적으로 공공외교를 펼치고 있다는 것을 보여준다. 또한 러시아국제협력청이 소련의 문화외교 담당 기관의 네트워크를 물려받아 해외 여러 곳에 러시아학술문화센터를 재정비하거나 새로이 설립하였다는 것을 보여준다. 그러나 러시아 공공외교의 제도적 한계도 분명하게 드러난다. 무엇보다 예산 부족으로 인해 러시아국제협력청의 국제 네트워크 확장은 크게 제약받았다. 또한 러시아국제협력청이 문화외교에서 교육외교, 개발원조외교에 이르기까지 방대한 업무를 담당하고 있기에, 업무의 효율성에 심각한 문제가 있다는 것을 확인할 수 있다.
Abstract
Russia began to take a serious interest in public diplomacy from the second Putin Administraion in 2004. In this paper, the Russian government's institutional reorganization process for public diplomacy will be reviewed with a focus on the Russian International Cooperation Agency. The Russian International Cooperation Agency, along with the Ruskyi mir Foundation, is considered as the major institution of public diplomacy in Russia. The Russian International Cooperation Agency is a vast organization with a worldwide network and various centers abroad, playing a key role in Russian public diplomacy. By closely examining the establishment process and activities of the Russian International Cooperation Agency, this study attemps to grasp the reality of Russian public diplomacy.
