Abstract
Russia's Arctic development suffered three inflection points, once due to the thaw in the Arctic Ocean caused by climate change, twice due to the western advanced countries’ sanctions against Russia in 2014, and again due to the war in Ukraine. It is being questioned whether the opportunity factors for sea ice will continue smoothly due to sanctions restrictions. After the Russo-Ukraine War, Sweden and Finland joined NATO, and all seven Arctic Council countries (A7) other than Russia became NATO members. Despite the restrictions on cooperation at the Arctic Council level, Russia has begun to develop and produce Yamal gas fields and is continuing pilot operations for commercialization of Arctic routes. It is also building a container freight forwarding terminal in Vladivostok in consideration of the possibility of shipping containers as well as bulk cargo for operating Arctic routes. After Donald Trump regained power in the United States, Russia also has a growing need to actively pursue international cooperation to secure the capital and technology needed for Arctic development. Russia is currently the most active in international cooperation with China, which defines itself as a near-Arctic country, for the development of the Arctic. China is not only actively cooperating with Russia but also continuously operating an arctic shipping route by devising the Arctic Ice Sheet Silk Road initiative. If Russia is promoting Arctic development in consideration of strategic, security, and economic interests, China hopes to participate in Arctic development in consideration of strategic and economic perspectives. Cooperation between Russia and China in Arctic development is anticipated to continue for the time being in economic terms as competition between the US and China over hegemony between the US and China and the energy market in the Asia-Pacific region may intensify. However, given that Russia is forced to take into account the strategic and security interests of Arctic development, cooperation with China is unlikely to be limited. As a result, China will seek to foster cooperation with Russia by suggesting the possibility of sharing strategic as well as economic interests with Russia. In particular, Russia will also seek to share economic benefits through Arctic development cooperation with China and lay the foundation for strategic and security interests due to the Trump administration's second-term administration's increased interest in the North Pole and restrictions on cooperation between the Arctic Council A7 and Russia. Russia and China intend to establish a cooperative system that includes not only energy and sea routes but also various elements of the socio-economic system to resolve the constraints of Arctic cooperation, and these efforts are expected to improve the stability and sustainability of Arctic development cooperation between the two countries.
