본 연구는 중국 정부의 재생에너지 산업생태계 재편을 ‘시장 창출–조정 전략’으로 개념화하고, 특히 태양광과 풍력 산업을 중심으로 시장 형성 과정의 구조적 특성과 추진 방식을 분석한다. 중국 정부는 이 전략을 세 가지 차원에서 추진하였다. 첫째, 민간 재생에너지 기업의 산업 진입을 제도적으로 허용하고, 둘째, 기술 혁신과 스케일업(scale-up)을 촉진하기 위해 민간 자본, 특히 벤처캐피탈의 투입을 장려하였으며, 셋째, 제조–설치–운영으로 이어지는 가치사슬 각 단계에 특화된 정책적 지원을 통해 민간기업의 경쟁력 확보를 도모하였다. 이러한 시장 창출–조정 전략은 2009년 신재생에너지법 개정과 2013년 민간 자본 진출 허용을 전환점으로 삼아 본격화되었으며, (1) 민간 주도의 기술 기반 형성, (2) 민간 자금 조달과 산업화의 연계 강화, (3) 국유기업과 민간기업 간의 협력을 통한 산업 목적의 이중화 전략으로 구체화되었다. 본 연구는 특히, 제조–설치–운영으로 이어지는 재생에너지 가치사슬 전반에 걸쳐 국가 주도의 제도 설계, 민간기업의 성장 유도, 벤처캐피탈의 전략적 유입이 어떻게 유기적으로 결합되었는지를 분석함으로써, 중국식 산업생태계 재편의 작동 메커니즘을 밝히고자 한다.
Abstract
This study conceptualizes the restructuring of China’s renewable energy industrial ecosystem as a market creation and coordination strategy. It investigates the structural dynamics and implementation mechanisms that have supported market formation in the solar and wind energy sectors. The Chinese government has advanced this strategy through three main avenues. First, it institutionalized access for private renewable energy enterprises. Second, it promoted technological innovation and industrial scaling by encouraging private investment, with a particular emphasis on venture capital. Third, it provided targeted policy support across the production, installation, and operational stages of the value chain to enhance the competitiveness of private firms. This strategic approach accelerated after two key institutional shifts: the 2009 amendment of the Renewable Energy Law and the 2013 liberalization of market access for private capital. Since then, the strategy has been realized through the development of a technology base led by private actors, strengthened linkages between private financing and industrial deployment, and a hybrid model in which collaboration between state-owned and private firms aligns national strategic priorities with commercial objectives. By analyzing the interaction between state-led institutional design, private sector development, and the strategic mobilization of venture capital, this study sheds light on the mechanisms that drive China’s evolving approach to industrial ecosystem transformation in the renewable energy sector.
