2017년 7월 ‘빙상 실크로드’의 발표와 함께 중국의 북극 진출에 대한 진출이 가시화된 이후, 2018년 1월 26일 국무원 명의의 『중국의 북극정책 백서』가 발간되면서 중국의 북극 개발 전략이 공식화되었다. 중국은 러시아와 북극 개발 협력을 약속함으로써 북극에 지정학적 자산이 없는 국가치고는 안정적으로 북극을 둘러싼 경쟁에 참여하게 되었다. 중국의 북극개발은 단순히 국제 사회의 트렌드를 좇기 위해 제시된 것이 아니라 오랜 기간의 연구와 비공개 조사의 결과물로서 공개된 정책이다. 중국이 對북극 정책을 가시화한 것이 불과 수개월 전임에도 2013년부터 추진해온 일대일로 전략의 출범 이후 가장 큰 규모의 사업이 야말 에너지 프로젝트이고, 실크로드 기금에서 이미 14억 달러 이상의 자금이 투입된 사실은 일대일로 전략에서 북극 개발이 차지하는 위치를 가늠케 한다. 그러나 중국은 결국 북극 관련 국가들과의 대외 협력을 통해서만 개발과 참여가 가능하다는 근본적 한계를 안고 있다. 더욱이 북극은 조약이나 강력한 구속력을 행사할 국제법 기관 및 국제 정치 기구가 부재하는 지역으로서, 북극해 연안 5개국이 각자의권익 추구를 위한 논쟁과 대립을 거듭하고 있다. 이런 상황 속에서 중국의 참여는 북극 국가들 모두에게 그다지 반갑지 않은 일이다. 중국은 북극의 이익에 대해 “전 세계가 공유할 수 있어야 한다.”고 주장하지만, 현실적으로는 북극 국가들의 중국에 대한 부정적 여론을 얼마나 극복하느냐가 결국 참여의 가부를 결정짓는 잣대가 될 것이다. 본 연구에서는 1925년부터 2018년까지 중국이 북극 사무에 참여하는 과정을 총체적으로 살펴보고, 북극 진출의 정책화 배경과 의의, 그리고 중국과 중국의 협력국(혹은 잠재적 협력국) 간의 관계에 대해서도 살펴본다. 이를 통해 중국의 북극 진출이 갖는 의미와 함께 우리의 역할 및 북방 진출의 기회에 대해서도 생각해보고자 한다.
Abstract
Since China pronounced on “Polar Silk Road” idea on July 2017, China’s long-standing attention on Arctic was finally unveiled. After that, China again published a white paper titled “China’s Arctic Policy” which formulates China’s strategy of Arctic drilling. As its hands strike with Russia, China took a stable step for a ‘non-Arctic state’ to engage in competition on Arctic. China’s Arctic drilling was not a simple conception to follow the global trend, but a deliberate strategy made by researches and non-disclosure investigations over a long period of time. China unveiled its Arctic policy only several months ago, but the biggest project of “One Belt One Road” from 2013 is “Yamal megaproject” on Arctic, Silk Road fund already put 1400 million USD or more into the project. This performance shows the significance of Arctic drilling on “One Belt One Road” strategy. However China has no geopolitical asset on Arctic, it has a radical limit that China can be involved Arctic issue only from cooperations with Arctic states. Moreover Arctic got no international organization or related act which has strong binding force, 5 major Arctic states has undergone in arguments and disagreement for the benefits of each. In these circumstances, China’s participation is an unwelcome situation to all. Even China claims that “should ensure that the benefits are shared by both Arctic and non-Arctic States”, but the reality is that how well China minimize negative publicity around the Arctic States will shape China’s success or failure in the Arctic. This paper first summarizes the process of China’s participation in the Arctic from 1925 to 2018; and presents the background and meaning of legislation on China’s Arctic policy; then examines relations between China and its partner states(or potential partners). From this, paper shall dwell on the meaning of China’s Arctic drilling and an opportunity for Korea to extend its New Northern policy.
