북극해 개발과 북극항로: 러시아의 전략적 이익과 한국의 유라시아 이니셔티브

북극해가 녹으면서 북극항로가 각광을 받고 있다. 또한, 북극은 천연자원의 보고이다. 지구 온난화와 과학기술의 발달로 인하여 세계 각국은 북극 해저의 막대한 천연자원뿐 아니라 북극항로에 관해 관심을 두고 있다. 특히, 석유가스 탐사 및 시추기술의 발달은 북극권 국가들뿐 아니라 세계 주요 국가들이 북극 지역에 매장된 자원에 대하여 관심을 집중하게 하였다. 북극이사회에 가입된 국가 중 러시아, 캐나다, 미국, 노르웨이, 덴마크 5개국의 북극지방에 매장된 지하자원에 대한 쟁탈전이 가속화되고 있다. 북극해를 선점하기 위한 영토 쟁탈전은 Ice-Cold War이라고 불릴 정도로 이들 국가 사이에 첨예한 양상으로 전개되고 있다. 러시아는 북극해 개발과 북극항로 개척은 신 유라시아 건설의 실크로드로 보고 적극적으로 개발하고 있다. 시베리아와 북극해의 천연지하자원의 개발과 그 수송로가 맞물리면서 러시아는 새로운 기회가 도래하였다. 한국은 이러한 유라시아 중심부의 변화에 빠르게 대응하여 북극항로와 북극해 관련 한⋅러 양국 협력에 대한 정보를 확보하고 비전을 확립하는 등 장기적 안목에서 준비해 나가야한다. 특히 한국이 보유하고 있는 세계적 수준의 특수선박 건설 기술과 러시아의 극저온 기술 및 쇄빙기술의 결합, 북극항로 인프라와 항만건설 등 클러스터 건설 사업에 공동 참여하여 유라시아 신문명 창조 과정에 선도적 역할을 해야 한다.
Abstract
The Arctic is melting, there with Arctic sea route becomes the center of attention. Arctic natural resources, as well stand at attention. In connection with the onset of global warming due to the development of science and technology around the world we are concerned not only about the huge natural resources of the seabed, but also on the route of the Arctic, the Arctic Ocean. Especially the search for oil and gas production and drilling technology have paid no attention to interpretation of the Arctic Circle, but the major countries, regions with deposits of natural resources. The five countries that joined the Community 'Arctic Council' including Russia; Canada, America, Norway and Denmark, among them intensified struggle for underground natural resources stored in North Pole. And even given the name of such an acute situation between the two countries to seize the Arctic Ocean 'Ice-Cold War'. Russia is developing the Arctic Ocean sea routes and builds as the Great Silk Road. We can say that came another new opportunity for Russia, taking the development of natural resources Sebir and the Arctic Ocean and the same route of transportation of the territory. South Korea should respond quickly to a change in the heart of Eurasia. It should prepare to penetrate and explore information on the introduction of bilateral maritime routes, the Northern Ocean etc. South Korea occupies a special place in the construction of world-class technology and together with the special courts russia cryogenic technology and icebreaking technology. Joint participation in the Arctic routes and port infrastructure construction projects, including the construction of a cluster should play an important role in the process of creating Eurasia civilization.
