시리자(SYRIZA)의 부상과 그 한계: 대의민주주의 비판을 중심으로

시리자(SYRIZA)는 반자본주의 노선을 명확히 표명하면서 아래로부터의 새로운 권력 형태를 창출하고자 시도했던 ‘21세기 사회주의’를 지향하는 급진좌파 정당이었다. 그리고 시리자는 신자유주의의 가혹한 긴축정책에 반대하는 대중운동을 기반으로 국가권력을 장악한 정당이었다. 이처럼 시리자의 부상은 가혹한 긴축정책이 부과되고 있었던 그리스에서 반자본주의와 직접민주주의의 도입 등을 주장하면서 대중운동과제도정치를 성공적으로 결합했기 때문에 가능했다. 그런데 시리자는 집권이 확실히 되는 시점부터 ‘21세기 사회주의’ 노선의 폐기 등 급진민주주의 색채가 사라지고 자신들이 비난했던 사회민주주의 노선으로 방향을 선회했으며, 동시에 그리스 대중운동과의 관계도 이전과는 다르게 제한적으로 변화했다. 이는 시리자가 집권 이후 2015년 7월 5일 국민투표에서 다수의 국민들이 긴축정책에 대해 ‘노(Oxi)’라고 했음에도 불구하고 트로이카(유럽연합, 유럽중앙은행 그리고 국제통화기금)의 압력에 굴복하여 제3차 긴축각서에 서명하는 것에서 여실히 드러난다. 이에 그리스 인민들은 시리자의 이러한 행보에 대해 실망을 넘어 분노를 표출하고 있다. 본 연구는 시라자의 부상과 그 한계를 대의민주주의에 대한 비판을 중심으로 살펴보고자 한다.
Abstract
SYRIZA was a radical leftist political party aimed at 'socialism in the 21st century' that attempted to create a new form of power from below, clearly announcing the anti-capitalist line. And SYRIZA was a political party that seized state power on the basis of mass movement against the harsh austerity policy of neoliberalism in Greece. Thus, the rise of SYRIZA was possible because of the successful combination of mass movement and institutional politics, claiming anti-capitalism and direct democracy in Greece, where harsh austerity policy was being imposed. However, from the point of time when SYRIZA’s ruling was clear, the inclination of the radical democracy such as the 'socialism in the 21st century' line disappeared. And SYRIZA turned to the line of social democracy that they criticized, and at the same time the relationship with the mass movement was restrictively changed. After the ruling, many Greek people have voted ‘NO(Oxi)’ on the austerity measures in the referendum on July 5, 2015 but SYRIZA is submitted to the pressure of Troika (European Union, European Central Bank and International Monetary Fund) and signed the third austerity memorandum. The Greek people, who cheered on SYRIZA's victory, expressed their anger beyond disappointment about SYRIZA’s deed. This study examines the rise and limitation of SYRIZA, focused on the critique of representative democracy.
