2012년 총선은 불완전 양당제가 해제되고 다당제로 재편해가는 중대선거였고, 2015년 총선은 급진좌파가 주도하는 연정이 그리스 역사상 처음 출범한 선거였다. 이 두 선거에서 변화를 주도한 것은 SYRIZA였다. SYRIZA의 부상과 집권은 타협에의한 민주화가 드리운 후견주의 정당지배체제의 반사 효과이자 좌파 지지층을 토대로 중도좌파들을 견인해 간 정치 전략의 성과였다. 이 효과의 발휘와 전략의 성공에는 무엇보다 유럽 금융 위기와 그리스 재정 위기라는 특수한 상황이 중요한 배경으로 작용했다. 하지만 다른 한편 바로 이 배경으로 인해 SYRIZA 연정은 ‘반긴축 정부’ 내지 ‘구제 금융 재협상 정부’에 한정되거나 재정 위기 해결을 위한 ‘역사적도구’로 이용되고 말 것이라는 우려도 자아낸다.
Abstract
During the 2012 general election, imperfect Greek bipartism was re-aligned into a multi-party system. The 2015 general election saw a coalition headed by the radical left elected for the first time in Greek history. The leader of these political changes SYRIZA. Its rapid rise and seizure of power is not only due to the clientelistic partitocracy which resulted from compromised democratization but is also the outcome of a political strategy based on traditional leftist supporters and new support from the centre-left. Above all, the European and Greek financial crises were the most important background that explained SYRIZA’s success. However, this background suggests that the coalition’s role as a government would be limited to being anti-austerity or renegotiating the bailout, becoming a “historic instrument” to overcome the financial crisis.
