중국 정치 지형의 변화와 차세대 지도부 구성 전망 － 21차 당대회 계기 중앙정치국 상무위원을 중심으로

본 논문은 중국의 차기 지도부를 결정하는 21차 당대회를 2년 앞둔 시점에서 그간의 사례 분석을 통해 이를 예측하는 것을 목적으로 한다.이는 중국의 정책 결정 과정 등 국내 정치 동향이 폐쇄적이라는 평가와 달리,최고 지도부 구성에는 일종의 예측 가능한 패턴이 관측되기에 가능한 시도이다.지난 20차 당대회에서 시진핑 주석은 자신의 3연임을 결정하고,중앙정치국 상무위원에 측근 인사를 전면 배치하였으며,칠상팔하와 격대지정과 같은 관례를 폐기하는 등 그간의 관례에서 벗어난 모습을 보이기도 하였으나, 18차~20차 당대회 인선 결과에는 참고할 만한 패턴이 존재하였다.따라서 본 논문은 지난 세 차례 당대회 인선 결과에서 나타난 3가지 중앙정치국 상무위원 진입 조건과 20차 당대회를 계기로 확인된 3가지 특별한 진입 변수를 토대로 차기 중앙정치국 상무위원의 구성을 초보적으로 예측해 보고자 한다. 이와 같은 시도가 시기상 다소 이른 감이 있으나, 최근 시진핑 주석을 둘러싼 권력 이상설이 제기되고 있고, 21차 당대회 개최 직전까지 차기 후계 구도가 불투명한 상황에서 당내 계파 간 권력투쟁이 표면화될 것으로 예상되는 만큼, 현시점에서 중국 정치의 지형 변화를 살펴볼 필요가 있다고 판단된다. 특히, 우리의 대중국 외교 활동에 필요한 중측 유력 인사를 사전에 접촉할 필요가 있다는 점에서 상기 분석은 정책적 함의도 지닌다.
Abstract
This study aims to predict the composition of China’s next top leadership, which will be determined at the 21st National Congress of the Chinese Communist Party scheduled two years from now, by conducting a comparative analysis of previous cases. Contrary to the prevailing view that China’s domestic political process, including policy decision-making, remains opaque, this paper argues that there exists a discernible and recurring pattern in the selection of the Party’s supreme leadership. Although the 20th Party Congress witnessed significant deviations from conventional norms —such as the abolition of the age limit and the successor designation practices, and the appointment of President Xi Jinping’s close associates to all seats of the Politburo Standing Committee—empirical patterns can still be observed in the leadership appointments made during the 18th through 20th Congresses under Xi’s tenure. Based on three key conditions for entry into the Politburo Standing Committee identified from the past three Congresses, and three additional variables revealed in the 20th Congress, this paper offers a preliminary projection of the next Standing Committee’s composition. While such an attempt may appear premature, it is justified by emerging signs of potential power irregularities surrounding Xi’s leadership and the continued uncertainty regarding succession dynamics ahead of the 21st Congress. As intra-party factional competition is likely to intensify in the lead-up to the next leadership transition, examining the current landscape of elite politics and identifying potential successors may provide valuable insights for formulating policy responses and diplomatic strategies toward China.
