시진핑, ‘일인 지배’의 첫발을 내딛다!: 중국공산당 20차 전국대표대회 분석

중국공산당 20차 당대회에서는 두 가지 새로운 현상이 나타났다. 첫째, 10년 주기의 권력 교체가 일어나지 않았다. 즉 시진핑이 권력을 연임했다. 이는 시진핑이 2021년의‘3차 역사결의’와 이번 당대회의‘정치 보고’를 통해 제도 권위에 더해 개인 권위를 획득함으로써 가능했던 일이다. 둘째, 공산당 지도부 구성에서 정치세력 간의‘세력균형’혹은‘권력 분점(分占)’규범이 지켜지지 않았다. 이는 첫째 현상의 결과로 나타난 것이다. 즉 개인 권위를 획득한 시진핑은 다른 정치세력의 눈치를 보지 않고 자기 세력만으로 지도부를 구성할 수 있게 된 것이다. 이런 두 가지 현상으로 인해 향후 중국 정치에서는 정책 탄력성의 저하와 새로운 권력승계 규범의 형성이라는 과제에 직면하게 되었다. 이런 점에서 중국 정치에 거대한 먹구름이 몰려오고 있다고 말할 수 있다.
Abstract
Two new phenomena appear at the 20th National Party Congress of the CCp. First, in an unprecedented way, there was no power transition from Xi Jinping to next leader. Xi was able to hold on to the power by attaining personal authority in addition to institutional one, which was legitimized by the passage of ‘the Third Resolution of History’ in 2021 and ‘Political Report’ at the 20th Party Congress. Second, the norm of ‘balance of power’ or ‘power sharing’ in the recruitment of top leadership was not observed this time, as a consequence of the first phenomenon. That is, Xi Jinping has enough personal authority to fill the power organs with only ‘Xi Jinping clique’ without any resistance from other political factions. Chinese politics, due to these phenomena, might face tough challenges: one is how to maintain the flexibility of policy adaptation; another is how to form a new norm of power succession. In this sense, Chinese politics is covered with huge dark clouds.
