INF 조약과 한반도 군비통제: 조약체결의 성공 요인과 한반도에의 함의

초록

본 논문은 유럽의 미사일 위기로부터 INF 조약이 체결될 때까지 약 10여 년의 역사적 과정에 주목하고 INF 조약체결을 가능하게 했던 성공 요인들을 밝히고자 한다. 그리고 이를 한반도 군비통제에 적용해 보고자 한다. INF 조약체결은 독일 슈미트 수상의 힘의 균형에 기초한 군비증강을 통한 군비통제 전략, 이견을 극복한 나토의 군비통제 정책 결정, 당사국들의 정권 교체에도 일관되게 추진되었던 군비통제 정책, 레이건 대통령의 강압전략과 ‘0 Option’, 고르바초프의 새로운 사고, 유럽국가 간의 또 미･소간의 상호 신뢰 구축 기반 등으로 가능했다. INF 조약은 특정 무기체계를 폐기한 구조적 군비통제에 해당하며 한반도에서는 북한과의 비핵화 협의가 이에 해당한다. 우선 동북아와 한반도는 유럽과 달리, 다자가 참여하는 신뢰 구축 노력이 부재했고, 북한과의 비핵화 협의는 협의 당사국이 변화되어왔으며, 정부 변화에 따라 군비통제 정책의 일관성도 유지되지 못했고, 군비통제의 대상이 되는 북한의 핵 능력과 핵무기를 체제 보장과 경제적 지원으로 교환하는 비대칭적인 보상을 해야 하는 등 INF 조약과는 다른 어려움이 있다. INF 조약체결의 교훈과 당시 서독을 역할을 돌이켜보며 우리도 한반도 평화 보장을 위한 군비통제 노력을 하나하나 장기적 안목으로 준비해야 할 것이다.

Abstract

This paper focuses on the historical process of about a decade from the missile crisis in Europe to the signing of the INF treaty and reveals the success factors that enabled the signing of the INF treaty. And it applies succuss factors to the arms control on the Korean Peninsula. The INF treaty's success factors are German Chancellor Schmidt's arm-to-disarm arms control strategy which was based on his balance strategy, NATO's arms control policy decision, President Reagan's ‘0 Option’ under the coercive strategy, and Gorbachev's new thinking, and confidence building measures among European nations. The INF treaty constitutes structural arms control that has eliminated certain weapons systems. Denuclearization consultation with North Korea on the Korean Peninsula is in the same category. First of all, unlike Europe, the Korean Peninsula and Northeast Asia lack multilateral confidence-building efforts, consultation parties with North Korea on denuclearization have changed, the consistency of arms control policies has not been maintained. Also arms control objects are asymmetric, where NK's denuclearization is exchanged with the guarantee of NK Regime and economic supports. Considering the lessons of the INF treaty, we should be prepared in a gradual manner to ensure peace on the Korean Peninsula through arms control for a long-term perspective.
