‘9･19 남북군사합의’ 이행과정에서 본 한반도 군비통제 한계요인

Abstract

The purpose of this study is to analyze the conditions for the validation of arms control that appeared in the implementation process of the ‘9･19 South-North Korea Military Agreement’ to find the limitation factors of arms control on the Korean Peninsula. The research method included literary studies and analysis related to the ‘9･19 South-North Korea Military Agreement’ and arms control. The contents of the research are evaluation on the implementation of the ‘9･19 South-North Korea Military Agreement’ and the limitation factors of arms control on the Korean Peninsula, and it offers important implications in searching for directions to approach arms control on the Korean Peninsula in the future. The results of this research analyzed that for arms control limitation factors on the Korean Peninsula, impact of the North Korean nuclear issue, difficulty of CBMs, asymmetric structure of military power between South and North Korea, and North Korea’s attitude of not implementing agreements, etc. Directions for approaching arms control on the Korean Peninsula in the future for overcoming such limitation factors are pursuing conventional arms control considering denuclearization levels of North Korea, systemization for building confidence between South and North Korea, application of principles considering the asymmetric structure of South and North Korean militaries, early composition of the South-North Military Council, and actively pursuing non-implemented tasks. In conclusion, arms control will contribute to not only ensuring peace on the Korean Peninsula as an important national security policy, but also in accelerating the denuclearization of North Korea.
