Abstract
Every nuclear strategy has a dilemma that is difficult to overcome completely. It refers to the contradiction and conflict between efforts to fundamentally reduce the possibility of using nuclear weapons and the preparation for countermeasures in the case of failure of nuclear deterrence. This is because the pursuit of nuclear superiority, which is mindful of the failure of deterrence, hurts strategic stability, and on the contrary, the preparation becomes vulnerable if the focus is on nuclear deterrence. It is a confrontation between the so-called logic of mutual assured destruction(MAD) and the camps of damage limitation. Through this dilemma inherent in the nuclear strategy, this article critically examines South Korea's strategy against North Korea's nuclear threat. Rather than approaching the North Korean threat with a simple maximization of deterrence or an all-round increase in military capabilities, this study explores what issues and risks exist in each option and what is the optimal policy combination.
